Your Committee on Public Works and Parks and Recreation, to which was referred Bill 270,
Draft 2, reports as follows:
Bill 270, Draft 2, transmitted by Councilmember Guy Enriques, via communication no. 876.7,
dated September 21, 2010, proposes the adoption of the 2006 International Building Code (IBC)
with amendments. Also, the bill repeals Chapter 5 of the Hawaii County Code (Building) and
replaces it with a new Chapter 5.
The legislative history of Bill 270 Draft 2 is as follows:
• Originally heard by the 2008 -2010 term Committee on Public Works and
Intergovernmental Relations ( PWIRC) on august 3, 2010, and postponed to the call of the
Chair;
• On August 16, 2010, Bill 270 was waived from PWIRC to the full Council;
• On September 9, 2010, the Council amended Bill 270 to Draft 2 and then postponed
action on the Bill and related communications;
• At its March 16, 2011, meeting, the Council heard Bill 270 Draft 2 and "recommitted"
the Bill and related communications back to the Committee on Public Works and Parks
and Recreation ( PWPRC).
• On May 16, 2011, Bill 270 Draft 2, was postponed in the Public Works and Parks and
Recreation Committee ( PWPRC) until June 14, 2011.
Department of Public Works Director, Warren H.W. Lee, delivered a PowerPoint presentation to
inform Your Committee and the public about the changes in the Bill and the rational for adopting
the 2006 International Building Code now, and to address questions and concerns raised by the
public at two public meetings held on the Bill last year. The PowerPointpresentation is
numbered; Communication 126.3, and is available to the public in the County's Laserfiche
system.

Councilmember Ford expressed concerns with the requirement for "Safe Rooms" in Bill 270,
Draft 2, the Department informed committee members that "Safe Rooms" are an option and not
mandatory.
For informational purposes, four testifiers spoke in support of Bill 270, Draft 2.
Also for informational purposes, Councilmember Jay Yoshimoto voted "kanalua" twice.
Your Committee on Public Works and Parks and Recreation is in accord with the purpose and
intent of Bill 270, Draft 2, and recommends its passage at first reading.
