REQUEST: Approval authorizing the Mayor to enter into an agreement with the Research Corporation of the University of Hawaii (RCUH) to develop a Drug Abuse Monitoring and Assessment System for the County of Hawaii as part of the COPS Meth Drug Court Enhancement grant. B. BACKGROUND AND JUSTIFICATION (USE ADDITIONAL SHEETS AS NEEDED): - The COPS Methamphetamine grant being administered by the Prosecutor's Office is set to end on August 31, 2011. - It was identified in discussion with representatives of BISAC, North Hawaii Outcomes Project, and the University of Hawaii at Hilo that there is need to develop a plan to systematically collect relevant data on an ongoing basis with which to mobilize resources and evaluate initiatives. - There are funds remaining in the COPS Methamphetamine grant to contract with the University of Hawaii at Hilo to develop such a plan that will also assess where gaps or redundancies may exist and create a framework for ongoing efforts to monitor trends in drug use and related disorders. - This system will enhance ongoing criminal justice and community -based strategies to address methamphetamine use, related behavioral health issues, and the abuse of other drugs. - The project will cost $12,850 for the principal investigator, student research assistant, fringe benefits, and other associated operational expenses. - The University of Hawaii Sociology Department will conduct the project. Due to the short timeframe remaining on the grant, we request waiver of Finance Committee approval so we can expedite the start of this project.
