Re: Agreement with the Research Corporation of the University of Hawaii
The Hawaii County Office of the Prosecuting Attorney was awarded a Community
Oriented Policing Services (COPS) Methamphetamine Initiative Grant by the U. S.
Department of Justice, Office of Community Oriented Policing Services to improve the Big
Island Drug Court's efforts to more effectively intervene and engage methamphetamine
offenders in a timely manner. Pursuant to HRS Chapter 307, the County wishes to apply
funds still available under this grant to contract the services of the Research Corporation
of the University of Hawaii (RCUH), Hilo, to develop a Drug Abuse Monitoring and
Assessment System.
Enclosed is a resolution authorizing the Mayor to enter into an agreement with RCUH in
order to develop this system.
Because the COPS grant is set to end on August 31, 2011, the Office of the Prosecuting
Attorney is requesting a waiver from the Finance Committee and to have this resolution
placed on the agenda of the next Council meeting scheduled for July 7, 2011.

A. REQUEST:
Approval authorizing the Mayor to enter into an agreement with the Research Corporation of the University
of Hawaii (RCUH) to develop a Drug Abuse Monitoring and Assessment System for the County of Hawaii as
part of the COPS Meth Drug Court Enhancement grant.
B. BACKGROUND AND JUSTIFICATION (USE ADDITIONAL SHEETS AS NEEDED):
- The COPS Methamphetamine grant being administered by the Prosecutor's Office is set to end on August 31,
2011.
- It was identified in discussion with representatives of BISAC, North Hawaii Outcomes Project, and the
University of Hawaii at Hilo that there is need to develop a plan to systematically collect relevant data on an
ongoing basis with which to mobilize resources and evaluate initiatives.
- There are funds remaining in the COPS Methamphetamine grant to contract with the University of Hawaii at
Hilo to develop such a plan that will also assess where gaps or redundancies may exist and create a
framework for ongoing efforts to monitor trends in drug use and related disorders.
- This system will enhance ongoing criminal justice and community -based strategies to address
methamphetamine use, related behavioral health issues, and the abuse of other drugs.
- The project will cost $12,850 for the principal investigator, student research assistant, fringe benefits, and other
associated operational expenses.
- The University of Hawaii Sociology Department will conduct the project.
Due to the short timeframe remaining on the grant, we request waiver of Finance Committee approval so we can
expedite the start of this project.

RE: Resolution No. 94 - 11 : Resolution authorizing the Office of the Mayor to
Enter into an Agreement with the Research Corporation of the University of
Hawai`i (RCUH), Pursuant to HRS 46 -7, to develop a Drug Abuse Monitoring
and Assessment System
Pursuant to Section 2(g) of Rule 4 of the Rules of Procedure of the Council of the County of
Hawai`i, this written request is submitted with my approval that the above - referenced matter be
waived from the Committee on Finance to the full Council for immediate action. In reviewing
this matter, timely approval is crucial. It is therefore advantageous that approval is granted and
the matter be placed onto the next Council agenda for review. However, in the event this request
is denied, for whatever reason, I understand the matter shall be referred to the Committee on
Finance for placement on its future agenda.
