Aloha Council members,
This is to give you written notice of our support of Resolution 377 -10. Three
reasons in favor of this resolution are: 1. -Cost, 2.- Safety /Liability, and 3.-
Common Sense. We live 2 miles from the Old Government Road in question,
and would not like to see it opened to the public. For the safety of motorists,
in the event of heavy rains on a road that has not been maintained for over 60
years, and to save taxpayer monies which would be needed to upgrade the
road, we ask that you allow this property to be purchased by the 5 landowners
who want to buy it.
In the meanwhile, this property should not be opened to the public for
hunters, or anyone else who might bring hungry dogs that would harass or
injure livestock. Stray bullets could injure people or animals. Just 1/4 mile
down Kamaoa Road there have been pig carcasses left for carrion; and in
Discovery Harbor, we've had entrails left at the end of Kahiki St. so that we
finally had to put up a sign of warning to those hunters who leave them. The
same could happen on this road, and the County would then have to act on it.
As a matter of fact, this road is not safe for walkers, as illustrated by my fall
during the recent road visit. County liability could be very expensive in any of

these events. Allowing the County to lease it with an option to revert it to
public use, in the event that it must be maintained in order to satisfy current
law, would be an option to take; but liability would still remain an issue.
After visiting the site, we cannot see any reason why people would want to
access a road that is impassable by vehicle, and hazardous by foot. Certainly
this property should be gated at dark, in order to protect the landowners,
livestock, and the public from danger; as well as from those who might use
this road for various transgressions that take place under the cover of
darkness. The County (for electric and water access) and the 6 landowners
should be given a key to access this road after dark. These are the thoughts
that we would like for you to consider from a taxpayer and nearby resident
point of view. Unless the County is forced to take action on this possible
"connector road" due to current law, it does not seem like an expense- worthy
project at this time, or in the future, for that matter.
