In reference to Single Family R.esidences,we have drawn up the following _changes to Bill 304
and Comm 40.03

These figures correspond to the very small Efficiency Dwelling minimum sq ft of 230 sq 11. not
counting, the bath and closet for 2 people. Also the small one bedroom size of a very small
house, of 24 by 24 sq fL for example.
In today's very stringent financial times we feel these figures certainly are more affordable, and
compassionate, to the Public, these people that build very small residences. Although Federal
Law dictates Impact Fees be not based on Income, you must take into consideration the
affordability of small homes and the need of everyone to economize now.
Comm 40.03 does not give the low income People that build most of these very small homes the
chance to do just that, BUILD A SMALL HOME. Tacking $4,000 plus to an Efficiency
Dwelling is ludicrous, and certainly would put an unnecessary hardship to the home builder.
Also the same for the 999sq11/500 sq ft category.
We want 'Public Hearings to be held before voting on these issues. Especially in Puna and Kau
Districts there are many many people that would find Comm' 40.03 unaffordable and
quite impossible to meet. We realize Public Hearings must held all over the County of Hawaii in
order for as many Constituents as possible to be able to understand and give there input to these
impact fee schedules. Comm. No. o2

Additional to Section 36-16
The Service thus paid for .must be present or under construction in the impact district of
the current owner within six years of the impact fees being paid, or the fee shall be returned to
the current owner.
