The Maui County Council is proud to host the 2011 Hawaii State Association of Counties Annual Conference. The theme for the conference —" HAWAI'I COUNTIES CONNECT: Fostering Unity and Excellence in Local Government" —aptly describes what we hope to achieve when we gather. County governments need to connect to ensure that we present a unified front at the State Legislature and in Congress, and we need to always try to provide the highest - quality services to our constituents, even in these austere times. We face many of the same issues, and this conference will give us a chance to work on them together. This year's conference will be held at the Grand Wailea Resort in sunny South Maui on June 22n and 23` The conference will provide an excellent opportunity for everyone —county officials from the four diverse counties of Hawaii, State and Federal officials, nonprofit organizations, and members of the general public —to gather, confer, and learn about innovative topics that can be implemented right here at home. Conferees will hear from nationally recognized speakers on timely topics, including green jobs, open government, social media, intergovernmental relations, and other current issues encountered by municipal decision makers. To facilitate meeting arrangements, please submit your conference registration form no later than May 23, 2011. Date fAY a1 2 n t t BRIEF HISTORY OF HSAC The Hawaii State Association of Counties (HSAC) was founded on July 30, 1959, in Lihu'e, Kaua'i. Thirteen supervisors representing the counties of Hawai' i, Maui and Kaua' i were in attendance. The City and County of Honolulu was not represented at this initial meeting. Attending the initial meeting were Supervisors Helene Hale, Ikuo Hisaoka, Hiroshi "Scrub" Tanaka, James Hamasaki and William Thompson from the County of Hawaii; Supervisors Tom Tagawa, Harry Kobayashi, Richard Caldito and Toshio Ansai from the County of Maui; and Supervisors Raymond Aki, George Toyofuku, Raymond Souza and Joe Shiramizu from the County of Kaua' i. Credit for the initial gathering should be attributed to Hawai'i County Supervisors Hale, Hisaoka and Tanaka. These individuals shared a common vision for the future and recognized the need for an organization through which the four county governments in Hawaii could work toward common goals. Among the mutual objectives were improving county government through the sharing of ideas and providing a platform from which the counties could join forces to more effectively lobby the State Legislature. HSAC's organizational meeting was conducted just after statehood, on September 13, 1959, in Hilo and the group was joined by representatives from the City and County of Honolulu. Supervisor Hale was elected as HSAC's first President in recognition of her efforts to organize the group. Those efforts included a trip to the Mainland to gather information from other established state associations and to establish contacts with officers of the National Association of Counties (NACo). As a result of her efforts, the four counties, as members of HSAC, joined NACo and NACo's Western Interstate Region (WIR). Further efforts resulted in HSAC's hosting of WIR annual meetings in 1964 and 1967, which attracted hundreds of delegates from all across the continental United States. HSAC has subsequently hosted several other annual WIR meetings. In the 1960s, HSAC gained stature in NACo by having two of its members appointed to the NACo Board of Directors. These members were Elroy Osorio from the County of Hawai' i and Clesson Chikasuye from the City and County of Honolulu. Councilmember Chikasuye ascended to the position of NACo President in 1967. The initial efforts of the HSAC founders were instrumental in improving numerous aspects of county government and in increasing the presence and influence of county government at the Legislature. For this, we wish to extend our deepest gratitude and appreciation to all those individuals who have played a role in the continued activities of HSAC.
