However, I offer the following comments on the proposed projects. La'aloa Extension at a cost of $20 million amounts to a hefty 36% of the total bond float. The rationale given is that it is a mauka pathway from Alii Drive to Kuakini Highway for public safety and it eases the flow of ordinary traffic. While that may be somewhat true, I find the argument not overwhelmingly persuasive. A better project alternative would have been the Alii Parkway alignment with the 3 connecters from Alii Drive. That would spread the entry points to mauka at 3 locations, whereas La'aloa road as a sole entry could face a severe bottleneck. My personal observation is that the easing of ordinary circulation traffic needing the most is on Kuakini Highway between Walua Rd. and Makala Blvd., and Alii Drive between Lunapule Rd. and 2 -3 miles south of it. My suggestion to the Council is to consider the possibility of modifying the scope of the project to truly help serve the needs of transportation mobility and safety in the immediate vicinity and beyond - that is from Keahole to Honaunau.
