I am the representing South Kohala Traffic Safety Committee as its Chairperson. Previous documentation submitted verifies I am authorized to represent South Kohala Traffic Safety Committee as its Chairman. Thank you for the opportunity to provide written testimony on this matter before the Council. At the regular meeting of the South Kohala Traffic Safety Committee May 10, 2011 members requested a letter be sent to requesting timely building of the Lindsey Road Extension from Mamalahoa Highway to intersect with the Parker Ranch Connector Road. This roadway is an integral part of the First Phase of the Waimea Traffic Circulation Study Plan recommended by Parson Brinckerhoff Americas September, 2007. Starting on page 39 of that document the steps to relieve traffic congestion in Waimea are listed: 1. Selected Widening of Mamalahoa Highway (EA in progress, funding ?) 2. Parker Ranch Connector (completed and open to use) 3. Waimea School Access Improvements (completed, waiting on item 4) 4. Prohibit East and West -bound Left -Turns at Lindsey /Mamalahoa Intersection (Lindsey Road Extension is essential). 5. Traffic Signal Optimization (completed until projects above progress or conditions change). This Study was paid for from the $10M Bond to mitigate traffic congestion in Waimea town center. As you can determine from reading the Study and the above status, Lindsey Road Extension is the next crucial task and needed now, not in the distant future. Currently there are increased pedestrian vehicular conflicts around Waimea School, adjacent to Parker Center and the U.S. Post Page 1 of 2 Office. School children and other pedestrians are at risk of injury due to the lack of a "complete street" with adequate sidewalks and crossings. The community, Parker Ranch, Parker Center and Hawaii County Department of Public Works are working on short term solutions to reduce the risk to pedestrians and improve traffic circulation and safety at Lindsey /Mamalahoa Highway Intersection. The Long term solution is to build the Lindsey Road extension. This short section of road (0.43 Miles) is supported by the community. Recently the Planning Department received a petition signed by 60 Waimea residents. A survey conducted via email to 200 residents resulted in Lindsey Road Extension being the one of most requested County improvement desired. Funding under the above mentioned approved $10M Bond is available. Our Committee requests Council to approve amending the CIP with addition of the Lindsey Road Extension Project TMK.
