Your Committee on Environmental Management, to which was referred Comm. No. 223,
reports as follows:
Communication No. 223 from Mayor William P. Kenoi, dated May 24, 2011, requests
confirmation of the appointment of Thomas Randle to the County of Hawai`i Environmental
Management Commission. He is not affiliated with any political party. If confirmed he would
replace Steven Pavao, whose term expired on December 31, 2010 and serve a term to expire on
December 31, 2015.
Thomas Randle, of Council District 2 is a 26 year resident of Hawai`i. From 1966 to 2005, he
was employed as an engineering manager with the U.S. Department of Defense (Navy).
Thomas Randle stated that he felt a need to contribute his knowledge to the County and State of
Hawai`i. Councilmember Onishi asked him what he thought of waste to energy facilities for this
county. Thomas Randle responded that he was not familiar with the specifics of these facilities.
He was not opposed to them in general, but wanted more information. On the subject of landfills
Mr. Randle thought there were many other smarter options; however he definitely did not want
our solid waste shipped to the mainland.
The nominee is not required to be present at final confirmation before the full Council.

Your Committee on Environmental Management is in accord with the purpose and intent of
Communication 223 and recommends confirmation of the appointment of Thomas Randle to the
County of Hawai`i Environmental Management Commission
