ORDINANCE NO.

AN ORDINANCE AMENDING CHAPTER 24, OF THE HAWAII COUNTY CODE 1983
(1995 EDITION), RELATING TO VEHICLES AND TRAFFIC.
BE IT ORDAINED BY THE COUNCIL OF THE COUNTY OF HAWAII:
SECTION 1. Chapter 24, article 10, division 5, section 24-280, schedule 28 (No parking
at anytime), subsection.(c) South Hilo, as amended by Ordinance No. 97-110, is amended as
follows:
() Kalanianaole Street, mauka side, from Kamehameha Avenue to [its
eastern terminus.] a point one hundred feet west of the Seaside Restaurant
driveway,
SECTION 2. Chapter 24, article 10, division 5, section 24-280, schedule 28 (No parking
at anytime), subsection (c) South Hilo, of the Hawaii County Code 1983 (1995 edition), as
amended, is, amended by adding the following to be appropriately numbered and to read as
follows:
() Kalanianaole Street mauka side, from a point one hundred feet east of the
Seaside Restaurant driveway to Leleiwi Street.
SECTION 3. Chapter 24, article 10, division 5, section 24-281, schedule 29 (Parking
prohibited during certain hours on certain streets; tow -away zone), of the Hawaii County Code
1983 (1997 edition), as amended by Ordinance No. 98-32, is amended to read as follows:
Section 24281. Schedule 29. Parking prohibited during certain hours on certain
streets; tow -away zone. When signs are erected giving notice thereof, no person shall
stop, stand or park a vehicle [except in accordance with ]between the hours specified
herein upon any of the streets or parts of streets as follows:
(a) Hamakua
(b) North Hilo
(1) Old Mamalahoa Highway, mauka side, at Papaaloa, beginning at a
point two hundred thirty-three feet on the Hilo side of Kaiwilahilahi
Bridge for a distance of one hundred fifty-four feet in the Hilo direction
from 7:00 a.m. to 5:00 p.m.

South Hilo
(1) Alae Street, both sides, from Laimana Street to Halai Street between
the hours of 7:15 a.m. to 8:00 a.m. and 2:30 p.m. to 3:30 p.m. on
school days.
(2) Banyan Drive; east side, beginning at a point nine hundred forty feet east
northeast of Lihiwai Street and extending five hundred seventy-one feet in the
northeasterly direction between the hours of 11:00 p.m. and 5:00 a.m.
(3) Banyan Drive, makai side, 9:00 a.m. to 11:00 a.m. on Tuesdays.
(4) Banyan Drive, mauka side, 9:00 a.m. to 11:00 a.m. on Thursdays.
(5) Banyan Drive, north side, beginning at a point one thousand
seventy-eight feet southwest of Liliuokalani Park Perimeter Road to
Lihiwai Street between the hours of 11:00 p.m. and 5:00 a.m.
(6) Banyan Drive, south side, beginning at. Lihiwai Street and extending
five hundred forty-one feet in the easterly direction between the hours
of 11:00 p.m. and 5:00 a.m.
(7) Banyan Drive, west side, beginning at a point seven tenths mile Puna of
Lihiwai Street and extending seven hundred eighty feet in the southerly
direction towards Kamehameha Avenue between the hours of 11:00
p.m. and 5:00 a.m.
(8) Banyan Drive, west side, beginning at a point one hundred three feet
south of Liliuokalani Park Perimeter Road and extending five hundred
eighty-five feet in the southerly direction between the hours of 11:00
p.m. and 5:00 a.m.
(9) Haili Street, Puna side, between Kinoole Street and Ululani Street from
7:15 a.m. to 8:00 a.m. on school days.
(10) Hualalai Street, Puna side, between Ululani Street and the makai side of
the St. Joseph School Cafeteria from 7:15 a.m. to 8:00 a.m. on school
days; 1:45 p.m. to 2:30.p.m. on Mondays, Tuesdays, Thursdays and
Fridays when school is in session; and 12:45 p.m. to 1:30 p.m. on
Wednesdays when school is in session.
(11) Kalanianaole Street, mauka side, [one hundred feet from each end of
the Seaside Restaurant driveway; between the hours of `5:00 p.m. to
10:00 p.m.j from mint one hundred feet west of the Seaside
10:00 P.M.
(12)" Kapiolani Street, makai side, 'between Ponahawai Street and
Waianuenue Avenue except on Sundays between the hours of 5:00 a.m.
and 12:00 noon.
(13) Kilauea Avenue, Hamakua-mauka side, adjacent to the Hilo Hongwanji
Temple driveway between the hours of 2:00 p.m. and 5:30 p.m. from
Mondays to Fridays and 7:30 a.m. to 12:00 noon on Sundays.
(14) Kilauea Avenue, mauka side, beginning at a point one hundred feet
Hamakua of the Waiakeawaena School Cafeteria driveway and
extending for a distance of one hundred seventy feet in the Hamakua
direction from 7:15 a.m. to 8:00 a.m. on school days; 1:45 p.m. to
2:30 p.m. on Mondays, Tuesdays, Thursdays and Fridays when school

(15) Liftiwai Street, east. side, Banyan Drive to Liliuokalani Park Perimeter
Road between the hours of 11:00 p.m. and 5:00 a.m.
(16) Liliuokalani Park Perimeter Road, beginning at a point seven hundred
twenty-five feet west of Banyan Drive to Lihiwai Street between the
hours of 11:00 p.m. and 5:00 a.m.
(17) Mohouli Street, Puueo side, .in front of the children's shelter area for a
distance of seventy-five feet mauka of the old driveway into Kapiolani
School from 7:15 a.m. to 8:00 a.m. on school days; 1:45 p.m. to 2:30
p.m. on Mondays, Tuesdays, Thursdays and Fridays when school is in
session; and 12:45 p.m. to 1:30 p.m. on Wednesdays when school is in
session.
(18) Mohouli Street, on the Puna side, those three metered, stalls mauka of
Kilauea Avenue between 7:00 a.m. and 8:00 a.m. on school days.
(19) Ohai Street, 4:00 a.m. to 6:00 a.m. on Mondays.
(20) Punawai Street, between 7:00 a.m. and 8:00 a.m. except Saturdays,
Sundays and public holidays.
(21) Puueo Street, 4:00 a.m. to 6:00 a.m. on Mondays. .
(22) Waianuenue Avenue, both sides, from two hundred forty feet makai of
Laimana Street to Kapiolani.Street, between the hours of 7:15 a.m. and
8:00 a.m. on school days.
(23) Waianuenue Avenue, Hamakua side, fronting the Hilo Methodist
Church, from 7:00 a.m. to 6:00 p.m. except on Saturdays, Sundays,
and holidays.
(24) Waianuenue Avenue, north side, from Punawai Street to Halai Street,
from 7:15 a.m. to 8:15 a.m. on school days and from 4:00 p.m. to 5:00
,p.m. except on Saturdays, Sundays and public holidays.
(25) Waianuenue Avenue, Puna side,., one stall mauka of the Hilo Union
School -Annex crosswalk, from 7:15.a.m. to 8:00 a.m. on school days;
1:45 p.m. to 2:30 p.m. on Mondays, Tuesdays, Thursdays and Fridays
when school is in session; and 12:45 p.m. to 1:30 p.m. on Wednesdays
when school is in session.

(4) Kaleiopapa Street, mauka side, beginning at a point four hundred ten
feet north of Ehukai Street and extending four hundred ten feet in the
northerly direction, at all times, except between 4:00 p.m. to 9:00 p.m.
on Tuesdays and Fridays.

(g) Puna
(1) Olaa to Kapoho Road in Pahoa, mauka side, in front of the Pahoa YBA
Building, from 2:00 p.m. to 5:30 p.m. on school days except that on
Wednesdays when school is in session, no parking shall be allowed
from 1:00 p.m. to 5:30 p.m.
The chief of police is authorized to remove, or caused to be removed at the owner's
expense, any vehicle left unattended or parked in violation of this section or posted
signs.
SECTION 4. Material to be repealed is bracketed. New material is underscored. In
printing this ordinance, the brackets, bracketed material' and underscoring need not be included.
SECTION 5. If any provision of this ordinance, or the application thereof to any person
or circumstance, is held invalid, such invalidity shall not affect other provisions or applications
of the ordinance which can be given effect without the invalid provision or application, and to
this end, the provisions of this ordinance are declared to .be severable.
SECTION 6. This ordinance shall take effect upon its approval.
