I am Steven Hironaka, General Manager of the Nihon Restaurant in Hilo. In regards to the ban on plastic bags. Here at the restaurant, we occasionally use plastic bags for our take outs. But, we use biodegradable bags. Might I suggest a compromise that • would ban non - biodegradable bags and allow biodegradable bags. Take out containers do not fit in paper bags and paper bags are more costly. Also, it would be unusual for me to ask a customer with a take out to bring his own bag.
