Re: Acceptance of Donation ` .z.D
In accordance with (1) Article XIII, Section 13 -12, of the Hawaii County Charter, which
provides that the Council, on behalf of the County, may accept gifts of donations of money,
securities or other personal property or of real estate or any interest in real estate, and with
(2) Chapter 2, Article 30, Section 2 -162 (b), of the Hawaii County Code, which states that a
gift or donation of money, securities, or personal property not covered by the capitalization
procedures (of the Department of Finance) shall be submitted to the Council by letter for its
approval, we request the Council's approval of the following donation:
One hundred forty (140) Coleman Oasis tents; (valued at $250 each, for a total
estimated value of $35,000) to be utilized by the Hawai'i Fire Department, Department of
Public Works and the Department of Parks and Recreation from the Hawaii State
Volunteer Organizations Active in Disaster (VOAD) to provide logistical support during
emergencies.
We ask that a letter of appreciation be sent to the donor, c/o Maria Lutz, representing VOAD,
4155 Diamond Head Road, Honolulu, HI 96816 for this generous donation.

A. REQUEST:
The Hawai'i State Volunteer Organizations Active in Disaster (VOAD) has donated 140 Coleman Oasis tents
to Hawai'i County to the Hawai'i Fire Department, Department of Public Works, and the Department of Parks
and Recreation. The primary purpose of the tents is to provide logistical support during emergencies. Civil
Defense is coordinating with Safety Division of the Department of Human Resources for distribution.
B. BACKGROUND AND JUSTIFICATION (USE ADDITIONAL SHEETS AS NEEDED):
The tents were originally excess Federal Emergency Management Agency (FEMA) inventory donated to
VOAD for distribution to member agencies.The intent of the tents are to provide logistical support during
emergencies, but does not preclude their use when there is a public benefit. The approximate value of the
tents are $35,000.
