COUNTY OF HAWAII " • s : • STATE OF HAWAII RESOLUTION NO. 101 11 RESOLUTION AUTHORIZING THE OFFICE OF THE MAYOR TO ENTER INTO AN AGREEMENT WITH THE STATE OF HAWAII DEPARTMENT OF TRANSPORTATION, PURSUANT TO HRS 46 -7, FOR A UNITED STATES DEPARTMENT OF TRANSPORTATION EXTRICATION TRAINING GRANT FOR THE HAWAII FIRE DEPARTMENT WHEREAS, the State of Hawaii Department of Transportation has provided a grant, titled Hawai`i Fire Department Extrication Training and funded by the U. S. Department of Transportation, to the County of Hawaii; and WHEREAS, these funds will be used to allow the Hawaii Fire Department to utilize nationally recognized trainers to instruct fire department personnel in the most up to date techniques of vehicle extrication; and WHEREAS, the instruction will also enable the department to implement a "train the trainer" program; and WHEREAS, Hawaii Revised Statutes, Section 46 -7, requires that county departments obtain the consent of the Council to enter into agreements with the federal or state governments respecting action to be taken pursuant to any of the powers granted by law to furnish, expend, and receive any funds or other assistance in connection with projects being or to be undertaken pursuant to those powers; now, therefore, BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAII, in accordance with section 46 -7, Hawaii Revised Statutes, that the Mayor of the County of Hawaii is authorized to execute, on behalf of the County, an agreement and related documents with the State of Hawaii Department of Transportation, to enable the Hawai'i Fire Department to implement the extrication training as described in the Hawaii Fire Department's Grant Agreement, attached hereto and incorporated herein by reference as Exhibit "A ". BE IT FINALLY RESOLVED that the County Clerk of the County of Hawaii shall transmit copies of this resolution to the Office of the Mayor, the Finance Department, and the Hawaii Fire Department. The Hawaii Fire Department will utilize nationally recognized trainers to instruct all of their 350+ personnel in the most up to date techniques of vehicle extrication. Classroom lessons, hands on scenarios and field operation training will be utilized. An in -house train - the - trainer program will also be implemented to ensure that all of its personnel get the training in the event that they are unable to participate. The Hawaii Fire Department will become more efficient at patient extrication, increase its ability to reduce scene time and also increase both occupant and rescuer safety. 8. Federal funds allocated under this agreement shall not exceed $24,000.00 9. Approval Signatures Acceptance of Conditions: It is understood and agreed by the undersigned that a reimbursement grant received as a result of this grant agreement is subject to Public Law 89 -564 (Highway Safety Act of 1966) and all administrative regulations governing grants established by the U.S. Department of Transportation and the State of Hawaii. It Is expressly agreed that this project constitutes an official part of the Hawaii Highway Safety Program and that said applicant agency will meet the requirements as set forth herein, including accompanying schedules A, B, B -1, C & D, which are incorporated herein and made a part of this grant agreement.
