RESOLUTION AUTHORIZING THE OFFICE OF THE MAYOR TO ENTER INTO AN
AGREEMENT WITH THE STATE OF HAWAII DEPARTMENT OF
TRANSPORTATION, PURSUANT TO HRS 46 -7, FOR A COUNTY OF HAWAII
INTELLIGENT TRANSPORTATION SYSTEM (ITS) ARCHITECTURE GRANT FOR
THE DEPARTMENT OF PUBLIC WORKS
WHEREAS, the State of Hawaii Department of Transportation has authorized funding
for a grant titled Federal -Aid Project No. SPR0010 (33) for the Department of Public Works; and
WHEREAS, the goal of this project is to meet federal requirements for an Intelligent
Transportation System (ITS) architecture and to support coordination and cooperation among
participating agencies for planned ITS deployments; and
WHEREAS, the objectives of this project include creating a foundation for ITS
deployments that relate to traveler information and data sharing, defining future functions of ITS,
meeting federal requirements related to ITS architecture, and drafting MOU /MOA documents;
and
WHEREAS, Hawaii Revised Statutes, Section 46 -7, requires that county departments
obtain the consent of the Council to enter into agreements with the federal or state governments
respecting action to be taken pursuant to any of the powers granted by law to furnish, expend,
and receive any funds or other assistance in connection with projects being or to be undertaken
pursuant to those powers; now, therefore,
BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAII, in accordance
with section 46 -7, Hawai'i Revised Statutes, that the Mayor of the County of Hawaii is
authorized to execute, on behalf of the County, an agreement and related documents with the
State of Hawai'i Department of Transportation, to enable the County of Hawaii to implement ITS
as described in the Department of Public Works' application for the County of Hawaii Intelligent
Transportation System Architecture grant, attached hereto and incorporated herein by reference
as Exhibit "A ".
BE IT FINALLY RESOLVED that the County Clerk of the County of Hawaii shall
transmit copies of this resolution to the Office of the Mayor, the Finance Department, and the
Department of Public Works.

III. Work Item Information
A. Objectives:
Briefly describe the objectives of the proposed work item.
The County of Hawai'i's Traffic Division will implement an Intelligent Transportation System (ITS) in Hawai'i County to
enhance the County's ability to deliver transportation services and improve the efficiency of the existing surface
transportation on the island of Hawaii. The ITS project will include technologies that enhance traveler safety and
convenience, improve traffic flow, reduce fuel consumption, save travelers' time and support emergency response
including Civil Defense operations.

This request is to provide funding to meet Federal requirements for an ITS Architecture, and to support coordination
and cooperation for the planned ITS deployments.
The objectives of this work item are:
• To create a foundation for future integrated ITS deployments that relate to traveler information and data sharing.
• To help define the future functions to be provided by these systems.
• To ensure the Federal requirements for an ITS Architecture are met.
• To draft MOUs /MOAs required to move forward with deployment.
The County has completed an ITS Strategic Plan that identifies the following four objectives:
• Enhance the safety and efficiency of traffic signal operations through the addition of a central traffic signal control
platform connected to all traffic signals across the island. This platform will also enable improved response to
outages and malfunctions.
• Improve the capability to inform the public in real -time of traffic /travel conditions through implementation of an
automated web and phone -based system that includes traveler, emergency, and construction advisories, camera
images of traffic conditions, and other information.
• Improve the capability to support local emergency response by using communications connections to all traffic
signals to quickly implement special traffic signal timing plans that support closures and diversions. Closed circuit
television images will be shared with emergency managers and responders to support assessment and
response.
• Manage the investment in ITS by supporting the current level of maintenance; implementing technologies that
are cost - effective or result in cost and staff time efficiencies; and ensuring ongoing support for operations and
maintenance.
Without an ITS Architecture in place, these objectives may not be met.
B. Description:
Explain the work to be undertaken. Describe the specific tasks, their time frame, products and deliverables (including
format), and the party or unit responsible for each task associated with the proposed work item. Tasks must be linked
to work item tasks and schedule in Part IV, below. If out -year activities will be proposed, explain the importance/ need
for future action with this proposal. Include any out -year activities and associated budget estimates in Part V below.
The County of Hawaii will implement an Intelligent Transportation System (ITS) that includes a series of integrated
planning and implementation tasks that will be completed over the course of five to ten years. The work is phased
over a multi -year time -frame because of the various levels of infrastructure and planning necessary to implement
each ITS component. The first priority is to provide communications to every traffic signal so that each can be
managed from a central location. With the traffic communication in place, closed- circuit television (CCTV) cameras
will be installed with the images being brought back to the Traffic Division central over the same communications
network. With data and video images being brought back to a central location, the video images can be shared with
the public, emergency responders, and with the media. A web site for public use will post the images, and will include
information on road closures, construction and major incidents affecting travel on the island. Each work item task is
listed below under three primary project categories: (1) Arterial Traffic Management and Operations; (2) Traveler
Information; and (3) Operations and Maintenance.
The work to be undertaken in this project is the development of ITS Architecture. The Architecture process will
involve regional stakeholders and create a Concept of Operations, Functional Requirements, Data Flows and
Interfaces, Implementation Plan, Use and Maintenance Plan, and MOUs /MOAs needed to move forward with
deployment and operations /maintenance.
C. Project Justification:
Identify the reason and need for project, how it relates to the overall mission and goals of HDOT, include information
on how the work item leverages other work being undertaken by other units in the agency, if applicable. Cite State
and Federal regulatory requirements, if any.
Hawaii County completed an ITS Strategic Plan in 2008. In addition to several local ITS operational improvements,
the Plan identified what FHWA considers "regionally significant" ITS in the form of a traveler's information website
and DMS for providing real -time road condition information to travelers.
In 1997, Congress passed the Transportation Equity Act for the 21st Century (TEA -21) to address the need to begin
to work toward regionally integrated transportation systems. In January 2001, FHWA published FHWA Rule 940 (23
CFR Part 940), and FTA published a companion policy, to implement section 5206(e) of TEA -21. This Rule /Policy
seeks to foster regional integration by requiring that all ITS projects funded from the Highway Trust Fund be in
conformance with the National ITS Architecture and officially adopted standards. "Conformance with the National ITS
Architecture" is defined in the final Rule /Policy as using the National ITS Architecture to develop a "regional ITS
architecture" that would be tailored to address the local situation and ITS investment needs, and the subsequent
adherence of ITS projects to the regional ITS architecture. The Rule /Policy remains in effect with the most recent
SAFETEA -LU surface transportation authorization act and includes new provisions and considerations. Section
1201.c of the SAFETEA -LU legislation requires State and local governments to address information needs and data
exchange associated with highway and transit information and monitoring systems when developing or updating their
regional ITS architectures.
• To begin the deployment process, Hawaii County will develop a regional ITS architecture.
• The Hawai'i County Intelligent Transportation System will improve the County of Hawai'i's Level of Service (LOS)
to consistently meet national standards.
• The Hawai'i County Intelligent Transportation System is a regionally significant project consistent with the
statewide transportation plan and is an eligible activity for the SPR Program meeting the "Development and
implementation of management systems" criterion.
• The project's four primary objectives listed on page 2 support and mirror the State of Hawai`i Department of
Transportation's mission to provide a safe, efficient, accessible, and inter -modal transportation system that
ensures the mobility of people and goods, and enhances and /or preserves economic prosperity and the quality of
life.
• The project furthermore serves to move the County of Hawai'i closer to the State Department of Transportation's
vision for the 21 Century:
"We see...an exciting evolution as Hawaii moves into the Information Age. We see a corresponding evolution
into 'electronic highways' as communication is increasingly substituted for transportation. The development of
Hawaii's transportation and communication systems will enhance it to be globally competitive in the 21
Century."
The County of Hawaii Intelligent Transportation System leverages federal funding it receives to support the State's
transportation goals. The State of Hawai`i owns 40% of the signals in Hawaii County that will be connected into
an intelligent transportation system through this work plan. By implementing the County of Hawai'i ITS program,
the State and County will work together to fill the Hawai'i Statewide Transportation Plan Goals and Objectives, such
as:

Enhance performance of transportation systems affecting all modes of transportation used by people. Examples:
• Improve signal timing and coordination.
• Employ intelligent transportation system (ITS) technologies and concepts.
• Improve incident management and minimize response times for incidents and accidents.
• Ensure cost effectiveness of transportation policies and strategies in implementing initiatives and actions,

Promote efficient and cost effective operations of the transportation system. Examples:
• Reduce delay and costs for people and goods movement through increased system efficiency
• Coordinate public and private sector investments
D. Previous or on - going work related to work item:
Identify any activities associated with the proposed work item, include prior year funded SPR activities and directly
relevant activities not funded by SPR. Supporting documentation to substantiate these statements must be available
if so requested.
The Hawai'i County Traffic Division has laid the groundwork for the ITS program by ensuring staff levels sufficient to
administer the system. The Division has also started to install cable drops and cameras in several locations.
The ITS work plan is based on a Traffic Safety & Efficiency Assessment Study funded by the Traffic Division and
delivered in December 2008 by ICx Transportation Group under the title County of Hawaii ITS Strategic Program
Plan. That project included Stakeholder outreach to create the Plan.
All of the previous and ongoing work related to this work item was funded through the Traffic Division's operating
budget
