The project is a joint effort of the Administration on Aging, the National Association of State Units on Aging, and the National Association of Area Agencies on Aging. The $20,000 will be used to pay for travel expenses relating to the participation in developing, testing, and disseminating a performance measurement system which addresses the requirements of the Government Performance and Results Act (GPRA). As the first meeting was scheduled for November 19, 1998 in Washington, D.C., the department would like this bill to go directly to the Council meeting scheduled on December 7, 1998. HCOA has also been awarded $20,000.00 by the Administration on Aging to pay for expenses related to participation in this project. The 18-month project will require the Executive on Aging to attend periodic meeting5on the mainland. All expenses will be paid from the $20,000.00 award. Note: The award has been granted and HCOA is currently waiting for procedures to draw down the funds. No contract needs to be signed by the Mayor. We have also been awarded 520,000 by the Adiministration on Aging to pay for expenses related io participation in this project. I believe that it is quite an honor for Hawaii County to be selected to assist in a project which shapes the way data is collected and used on a national scale. Your approval is requested for me to participate in this 18-month project which will require me to attend periodic meetings on the mainland. All expenses will be paid from the 520,000 award. As you know, this project is a joint effort of the Administration on Aging. the National Association of State Units on Aging, and the National Association of Area Agencies on Aging. We also will be looking to you, and the staff you designate to work on this project, as a major resource in the development of performance outcome measures for the aging network. Toward that end, we will be convening a meeting of representatives from all of the project sites across the country, We have devoted sufficient resources to this project to pay travel and expenses for one person ffom each site. David Bunoski ofi my staff will be contacting you within the nett few days to make arrangements for the meeting, which we expect to schedule• for some time in November. If you would like to designate a different contact person, or if you have any questions about the project, please contact Mr. Bunoski at (202) 260-0669. Mr. Bunoski will also discuss the transfer of project funds to your organlzatlon when he calls about the meeting. At the November meeting, we will have several speakers who will explain the requirements of the Government Performance and Results Act, and discuss the ways other Federal agencies are cooperating with their State and local partners to document the outcomes of their programs. The major portion of the meeting, however, will be devoted to jointly planning the implementation of the project. For example, the initial phase of the Performance Outcome Measures project will involve site visits during which a team will document the methods by which each participating agenry has developed arld is using performance outcome measures, Together we need to make sure we ors asking the right questions. In the performance plan submitted with the fiscal year 1999 bucket, the Administration on Acing (AoA) developed goals that rely or. information available under the State Program Report. This system provides aggregat=_ information by State about nrokram outputs, i.e. the number of pecple who received a number of units of services. The Office of Ma..^.agement and Budget, the General Accounting Office and Congress have all commented that future Derformance plar_s need to be focused on outcomes dccumented i~:~rovements in t_:e lives of older Americans. Given the State and community focus of Older Americans Act procrams, AoA, along with the National Association of State Units on Aging (NASUA) and the National Association of Area Agencies on Aging (NAAAA), seeks to develop these ger~o-maaee outcome g~easures in partnership with the aging ne*_work. We are interested in building on the existing efforts of State and ar_a agencies in the area of outcome and perforsas:ce measurement. we are consequently inviting State and Area Agencies on Aging to participate in a voluntary effort to develop a representative, practical set of performance measures for documenting the positive outcomes of aging network activities and services. The purpose of these outcome measures is to document the results attributable to Title III of the Olde= Americans Act and related programs. Agencies with exemplary performance measurement systems should seriously consider participating in this important initiative. AoA will select up to eight State Agencies on Aging and eight Area Agencies on Aging for a series of best-practice case studies to help develop, test, and disseminate a core set of performance outcome measures for adoption by the Network over time as appropriate to meet GPRA requirements. The criteria, fo_-ms and procedures for this effort are attached to this letter. n ~ 'Y 5 Activities of participating agencies The agencies that participate in this study will be Hart of a work group to develop and test performance measures and procedures for implementation and use by AoA and the Aging Network. To partially fund evaluation (and performance outcome measur=_ development and testing) activities of the agencies that participate, each of the eight SVAs and each of the eight AAAs may receive up to 520,000 for use over a 12-18 month period beginning October 1, 1998. This funding will help cover the costs of participation in the study. We are taking the unusual step of issuing this letter together because this is ar. effort that should be important to the aging network at large. While meeting the requirements of GPRA helps the Congress and the Administration to appreciate the contribution made by Older Americans Act and the aging network, gaining and keeping public support and trust is ever. more important. We encourage you to help show that the aging network is, and will remain, a good investment. Daniel A.
