Re: Agreement with the State of Hawaii Department of Health
The State Department of Health is providing Federally derived funds, for the purpose of
supporting the Police's efforts to divert appropriate, non - violent individuals with mental
illness from the criminal and juvenile justice systems and to refer such persons to more
appropriate and effective services. The Hawaii Police Department wishes to develop
procedures and train personnel to improve the efficiency and effectiveness of prevention,
and early intervention efforts for adults and juveniles with mental illness within the criminal
justice system, jointly with the State Department of Health.
Enclosed is a resolution authorizing the Mayor to enter into an agreement with the State
of Hawaii Department of Health in order to commence this program.

To enter into a Memorandum of Agreement with the State Department of of Health.
B. BACKGROUND AND JUSTIFICATION (USE ADDITIONAL SHEETS AS NEEDED):
The State Department of Health Alcohol and Drug Abuse Divison is providing funds to develop procedures
and train personnel to improve the efficiency and effectiveness of prevention and early intervention efforts for
adults and juveniles with mental illness within the criminal justice system.
