Re: Agreement with the State of Hawaii Department of Health
The State Department of Health, Alcohol and Drug Abuse Division, is providing Federally
derived funds for the purpose of supporting the Police's efforts to conduct enforcement
operations of minors purchasing alcohol. The Hawaii Police Department will schedule
and supervise a yearly compliance check of approximately one hundred thirty one (131)
retail stores over a nine month period. Enforcement operations, consisting of two teams
of one minor field researcher, and two Hawaii Police Department personnel, will use
plainclothes officers to observe purchase attempts by the researcher and to cite any retail
store which makes an illegal sale to a minor.
Enclosed is a resolution authorizing the Mayor to enter into an agreement with the State
of Hawaii Department of Health, Alcohol and Drug Abuse Division in order to commence
this program.
