RESOLUTION NO. 2011-112
A RESOLUTION APPROVING THE ESTABLISHMENT OF CITY
SISTERHOOD RELATIONSHIP BETWEEN THE COUNTY OF
HAWAI'I, STATE OF HAWAII, USA AND ORMOC CITY,
PHILIPPINES AND ENTER INTO A FORMAL AGREEMENT IN
RELATION THERETO.
WHEREAS, the Mayor of the County of Hawai'i and the Hawai'i County Council have
jointly promoted a Sister City Program to foster friendship and understanding among all the
world, particularly those in the pacific basin;
WHEREAS, the City Sisterhood program benefits the people of the affiliated cities
through exchange of economic development, cultural and educational information of mutual and
common interest to the participating parties;
WHEREAS, currently there is an open exchange communication between the officials of
the County of Hawai'i and Ormoc City discussing the establishment of said City Sisterhood
relationship between these two communities;
WHEREAS, Hawaii and the Philippines have a long historical connection beginning with
the introduction of agricultural workers, known as sakadas, in 1906, and according to the 2005
American Community Survey, 23.5% of the population of the State of Hawaii is of Filipino
descent;
WHEREAS, Hawaii Island and Ormoc City share many common attributes which
includes geothermal energy the latter being the geothermal powerhouse of the Philippines
producing more or less 650 megawatt of geo- energy;

WHEREAS, both Cities are endowed with rich and bountiful indigenous natural
resources which are attractions to tourism and culture;
WHEREAS, the establishment of the sisterhood between these two cities in particular
and two countries in general will enhance its economic, technical, educational and cultural
relationship;
NOW THEREFORE on motion of the Councilor Jose C. Alfaro Jr., Chairman,
Committee on Cities Sisterhood program, jointly seconded by Councilors Sotero M. Pepito and
Ruben R. Capahi, be it;
RESOLVED AS IT IS HEREBY RESOLVED to pass a resolution APPROVING THE
ESTABLISHMENT OF CITY SISTERHOOD RELATIONSHIP BETWEEN THE COUNTY
OF HAWAI'I, STATE OF HAWAII, USA AND ORMOC CITY, PHILIPPINES AND ENTER
INTO A FROMAL AGREEMENT IN RELATION THERETO;
ADOPTED, June 16, 2011.
RESOLVED, FURTHER, to furnish copies of this resolution each to the Honorable Eric
C. Codilla, City Mayor of Ormoc City; Honorable William P. Kenoi, Mayor, Country of
Hawai'i, Hawaii, USA; County Council, Country of Hawai'i, Hilo, Hawaii; Ms. Jane Clement,
President, COVO, Kona Visayan Club, Hilo Visayan Club; Ms. Charmaigne Shigemura, Sister
City Protocol Officer, Country of Hawaii, Hawaii, USA; and others offices concerned;
CARRIED UNANIMOUSLY.
