(Bill 67) AN ORDINANCE TO AMEND ORDINANCE NO. 11-59 AS AMENDED, THE OPERATING BUDGET FOR THE COUNTY OF HAWAI‘I FOR THE FISCAL YEAR ENDING JUNE 30, 2012 From Finance Director Nancy Crawford, dated July 6, 2011. Appropriates revenues of $24,000 in the Federal Grants – United States Department of Transportation (US DOT) Extrication Training Grants account; and appropriates same in the Fire Department’s US DOT Extrication Training Grants account. These federally derived funds will be used to allow the Hawai‘i Fire Department to utilize nationally recognized trainers to instruct Fire Department personnel in the most up-to-date techniques of vehicle extrication, and also to implement a “train the trainer” program. Recommends passage of Bill 67 on first reading. Ayes: Committee Members Blas, Hoffmann, Pilago, Smart, Yagong and Chair Ford. Noes: None. Absent: Committee Members Ikeda, Onishi and Yoshimoto. Comm. 263: AN ORDINANCE TO AMEND ORDINANCE NO. 11-59, AS AMENDED, THE (Bill 68) OPERATING BUDGET FOR THE COUNTY OF HAWAI‘I FOR THE FISCAL YEAR ENDING JUNE 30, 2012 From Finance Director Nancy Crawford, dated July 6, 2011. Increases revenues of $10,000 in the State Grant – Domestic Violence Strategic Plan Grant account; and appropriates same in the Office of the Prosecuting Attorney’s Domestic Violence Strategic Plan account. These additional funds, received through a state grant from the Coalition against Domestic Violence, will be used for coordination of the Oversight Body and Task Forces, as well as the implementation, management and monitoring for compliance with the Strategic Plan. Previously, $40,000 was appropriated to this account. This bill brings the total appropriation to $50,000. Recommends passage of Bill 68 on first reading. FC-14 Page 4 July 21, 2011 Comm. 264: AN ORDINANCE TO AMEND ORDINANCE NO. 11-59, AS AMENDED, THE (Bill 69) OPERATING BUDGET FOR THE COUNTY OF HAWAI‘I FOR THE FISCAL YEAR ENDING JUNE 30, 2012 From Finance Director Nancy Crawford, dated July 6, 2011. Increases revenues of $25,000 in the Federal Grants – Elder Exploitation & Prosecution account; and appropriates same in the Office of the Prosecuting Attorney’s Elder Exploitation & Prosecution account. These funds, from the State of Hawai‘i Department of the Attorney General, will be used for enhancing awareness and prevention of elder abuse and exploitation, and to expedite the prosecution of such cases. Previously, $125,000 was appropriated to this account. This bill will bring the total grant appropriation to $150,000. Recommends passage of Bill 69 on first reading. Increases revenues of $1,000 in the Contribution from Private Source account; and appropriates same in the Office of Management’s Other Current Expenses (OCE) account. This donation, from the Nippon Club in Honolulu, Hawai‘i, will be used to provide support for recovery efforts in West Hawai‘i, resulting from the March 11, 2011 tsunami. Appropriates revenues of $150,000 in the Federal Grants – County of Hawai‘i ITS Architecture account; and appropriates same in the Department of Public Works’ County of Hawai‘i ITS Architecture account. These federally derived funds will be used to meet federal requirements for ITS architecture and to support coordination and cooperation among participating agencies for planned ITS deployments. Comm. 267: RESOLUTION TO AMEND RESOLUTION NO. 56-11 BY INCREASING THE (Res. 104-11) PER PAGE COST CAP FOR A MULTI YEAR LEASE FOR ONE (1) COPIER FOR THE DEPARTMENT OF HUMAN RESOURCES From Finance Director Nancy Crawford, dated July 5, 2011. Resolution 56-11 limited both the monthly amount and the per-page amount for excess pages that could be paid under the lease agreement. The low bid received after competitive recruitment includes per-page amounts higher than those identified in the resolution for both black and white and color copies. FC-14 Page 6 July 21, 2011 Comm. 269: RESOLUTION AUTHORIZING THE OFFICE OF THE MAYOR TO ENTER INTO (Res. 106-11) AN AGREEMENT WITH THE DEPARTMENT OF HEALTH, ALCOHOL AND DRUG ABUSE DIVISION, STATE OF HAWAI‘I (ADAD), PURSUANT TO HRS 46-7, FOR A PROGRAM TO CONDUCT ENFORCEMENT OPERATIONS OF MINORS PURCHASING ALCOHOL, FOR THE HAWAI‘I POLICE DEPARTMENT From Finance Director Nancy Crawford, dated June 22, 2011. These federally derived funds will be used for the purpose of supporting police efforts to conduct enforcement operations of minors purchasing alcohol, and includes compliance checks of approximately 131 retail stores over a nine-month period. Comm. 270: RESOLUTION AUTHORIZING THE OFFICE OF THE MAYOR TO ENTER INTO (Res. 107-11) AN AGREEMENT WITH THE STATE DEPARTMENT OF HEALTH PURSUANT TO HRS 46-7, FOR A MENTAL HEALTH TRANSFORMATION STATE INCENTIVE GRANT (MHT SIG) FOR THE HAWAI‘I POLICE DEPARTMENT From Finance Director Nancy Crawford, dated June 22, 2011. These federally derived funds will be used for the purpose of supporting police efforts to divert appropriate, non-violent individuals with mental illness from the criminal and juvenile justice systems and to refer such persons to more appropriate and effective services.
