Re: Wastewater Improvement Projects
The State Department of Health has indicated that funding through the State Water Pollution
Control Revolving Fund Loan Program will be available for the following projects:
1. Kalaniana'ole Interceptor Sewer Rehabilitation Phase II: $8,000,000
2. Kulaimano and Papa'ikou Dewatering: $1,200,000
These projects are scheduled to start in the first quarter of FY11-12 and are included in the
proposed FY11-12 Capital Improvement Program Budget.
Enclosed is a bill for an ordinance authorizing the Mayor to enter into an intergovernmental
agreement for a State Water Pollution Control Revolving Fund Loan (SRF) of$9,200,000 and
authorizing the issuance of general obligation bonds for the purpose of financing these
improvement projects.
Pursuant to the County Procedures Manual for Participation in the Hawaii State Revolving Fund
Loan Program, prepared by the Wastewater Branch of the Hawaii Department of Health in April
1994, part of the loan application process requires a "resolution or ordinance passed by the
County Council which authorizes the SRF loan application and identifies the dedicated
source(s) of revenue (i.e., general obligation bonds) which will fund the project and repayment
of the loan with interest." The Council's authorization of the issuance of general obligation
bonds will serve as a pledge of its general obligation authority as security for repayment of the
loan and interest.

A. REQUEST:
An Ordinance authorizing the Mayor to enter into an intergovernmental agreement for a State Water
Pollution Control Revolving Fund Loan for Wastewater improvement projects and authorizing the issuance of
$8,000,000 General Obligation Bonds of the County of Hawai'i for the purpose of financing the following
project:

B. BACKGROUND AND JUSTIFICATION (USE ADDITIONAL SHEETS AS NEEDED):
The State Department of Health has indicated that funding through the State Water Pollution Control Revolving Fund Loan
Program will be available for the Kalaniana'ole Interceptor Sewer Rehabilitation Phase II project. This project is scheduled
to start in the first quarter of FY11-12 and is included in the proposed FY11-12 Capital Improvement Program Budget.
This project involves the rehabilitation of the existing Kalaniana'ole Avenue Interceptor from Kea'a St. to the end of Keokea
Loop Road where it is severely deteriorated. The Kalaniana'ole Avenue Intereceptor between Kea'a St. and the Pua
Sewage Pump Station (SPS) receives sewage from all areas of Hilo located North of Kea'a St. Failure of the interceptor
would result in a sewage spill of approximately 2.8 million gallons per day, the majority of which would be discharged to the
Wailoa River resulting in contamination of both the Wailoa River and Hilo Bay. The interceptor between the Pua SPS and
Keokea Loop road services all areas east of the Pua SPS and failure would result in a sewage spill to State Water on the
order of approximately 500,000 gallons per day to shoreline and anchialine ponds.

B. BACKGROUND AND JUSTIFICATION (USE ADDITIONAL SHEETS AS NEEDED):
The State Department of Health has indicated that funding through the State Water Pollution Control Revolving Fund Loan
Program will be available for the Kulaimano and Papaikou Dewatering project. This project is scheduled to start in the first
quarter of FY11-12 and is included in the proposed FY11-12 Capital Improvement Program Budget.
This project involves the replacement of sludge dewatering units at the Papaikou and Kulaimano Wastewater Treatment
Plants. The existing dewatering units at both of these plants are no longer manufactured and repair parts for the equipment
are no longer available. Inability to dewater sludge at the facilities may lead to exceedances of National Pollutant Discharge
Elimination System (NPDES) limitations for the facilities which discharge to State Waters. Identical units are to be installed
at both facilities in order to meet equipment redundancy requirements for the facilities.
