Your Committee on Finance, to which was referred Communication 260, reports as follows:
Communication 260, dated July 6, 2011 and transmitted by Finance Director Nancy Crawford,
requests the Council's acceptance of the following donation of one hundred forty (140) Coleman
Oasis tents, valued at $250 each for a total estimated value of$35,000, to be utilized by the
Hawaii Fire Department, Department of Public Works and the Department of Parks and
Recreation to provide logistical support during emergencies. The tents were donated by the
Hawaii State Volunteer Organizations Active in Disaster (VOAD).
A letter of appreciation will be sent to the donor, c/o Maria Lutz, representing VOAD, 4155
Diamond Head Road, Honolulu, HI 96816 for this generous donation.
Civil Defense Agency Administrative Officer William Hanson and Department of Human
Resources Health & Safety Specialist Ryan Chong appeared before Your Committee.
Communication 260.1 from Mr. Hanson, illustrating and describing the donated tents was
provided to members. Furthermore, Mr. Hanson stated each department receiving these tents
will be responsible for their storage.
Pursuant to 1) Article XII, Section 13-12, Hawaii County Charter the Council, on behalf of the
County, may accept gifts or donations of money, 2) Section 2-162, Hawaii County Code, a gifts
or donations of money, securities or personal property which do not fall within the capitalization
procedures of the Department of Finance shall be submitted to the Council by letter for its
approval.
Your Committee on Finance is in accord with the purpose and intent of Communication 260,
recommends approval of the donation of these one hundred and forty (140) Coleman Oasis tents.
