Your Committee on Finance, to which was referred Resolution No. 101-11, reports as follows:
Resolution No. 101-11, transmitted jointly with Bill 67, by Finance Director Nancy Crawford via
Communication No. 262, dated July 6, 2011, authorizes the Mayor to enter into an agreement
with the State of Hawai`i Department of Transportation for a transportation extrication training
grant for the Hawai`i Fire Department.
The State of Hawaii Department of Transportation has authorized a $24,000 Fire Extrication
Training to the County of Hawaii. These federally derived funds will be used to allow the
Hawai`i Fire Department to utilize nationally recognized trainers to instruct Fire Department
personnel in the most up to date techniques of vehicle extrication and also enable the department
to implement a"train the trainer" program.
Pursuant to Section 46-7, Hawaii Revised Statutes, county departments must obtain the consent
of the Council to enter into agreements with the federal or state governments respecting action to
be taken pursuant to any of the powers granted by law to furnish, expend and receive any funds
or other assistance in connection with projects being or to be undertaken pursuant to those
powers.
There was no discussion on this measure.
Your Committee on Finance is in accord with the purpose and intent of Resolution No. 101-11,
and recommends its adoption.
