Your Committee on Finance, to which was referred Bill No. 68, reports as follows:
Bill 68, transmitted by Finance Director Nancy Crawford via Communication No. 263, dated July
6, 2011, amends Ordinance No. 11-59, as amended, the Operating Budget, ending June 30, 2012.
The amendment is as follows:

The County of Hawaii has been awarded a $50,000 state grant through the Hawaii State Coalition
against Domestic Violence.
These funds are for the purpose of the coordination of the Oversight Body and Task Forces, as well
as the implementation, management and monitoring for compliance with the Strategic Plan.
A Domestic Violence Strategic Plan account was appropriated for $40,000 in anticipation of grant
funding for FY2011-12. Amending the Operating Budget by appropriating the additional funds into
this account brings the total grant appropriation to $50,000.
Pursuant to Section 46-7, Hawaii Revised Statutes, County Departments must obtain the consent of
the Council to enter into agreements with the federal or state governments respecting action to be
taken pursuant to any of the powers granted by law to furnish, expend and receive any funds or
other assistance in connection with projects being or to be undertaken pursuant to those powers.

There was no discussion on this measure.
Your Committee on Finance is in accord with the purpose and intent of Bill No. 68, and
recommends it pass first reading.
