Your Committee on Finance, to which was referred Resolution No. 103-11, reports as follows:
Resolution No. 103-11, transmitted jointly with Bill 71, by Finance Director Nancy Crawford via
Communication No. 266, dated July 6, 2011, authorizes the Mayor to enter into an agreement
with the State of Hawai`i Department of Transportation for an Intelligent Transportation System
(ITS) grant.
The Department of Public Works indicates that the State of Hawaii Department of
Transportation has authorized a $150,000 grant for the Traffic Division's County of Hawaii
Intelligent Transportation System (ITS) architecture project, titled Federal-Aid Project
No. SPR-0010 (33). These federally derived funds will be used to meet federal requirements for
ITS architecture and to support coordination and cooperation among participating agencies for
planned ITS deployments.
Pursuant to Section 46-7, Hawaii Revised Statutes, County Departments must obtain the consent
of the Council to enter into agreements with the federal or state governments respecting action to
be taken pursuant to any of the powers granted by law to furnish, expend and receive any funds
or other assistance in connection with projects being or to be undertaken pursuant to those
powers.
Department of Public Works Traffic Division Chief Ron Thiel appeared before Your Committee.
Mr. Thiel provided members with a brief explanation of ITS architecture.
Your Committee on Finance is in accord with the purpose and intent of Resolution No. 103-11,
and recommends its adoption.
