Your Committee on Finance, to which was referred Bill No. 71, reports as follows:
Bill 71, transmitted by Finance Director Nancy Crawford via Communication No. 265, dated July
6, 2011, amends Ordinance No. 11-59, as amended, the Operating Budget, ending June 30, 2012.
The amendment is as follows:

The Department of Public Works indicates that the State of Hawaii Department of Transportation
has authorized a $150,000 grant for the Traffic Division's County of Hawaii Intelligent
Transportation System (ITS) architecture project, titled Federal-Aid Project No. SPR-0010 (33).
These federally derived funds will be used to meet federal requirements for ITS architecture and to
support coordination and cooperation among participating agencies for planned ITS deployment.
Pursuant to Section 46-7, Hawaii Revised Statutes, County Departments must obtain the consent of
the Council to enter into agreements with the federal or state governments respecting action to be
taken pursuant to any of the powers granted by law to furnish, expend and receive any funds or
other assistance in connection with projects being or to be undertaken pursuant to those powers.

There was no discussion on this measure.
Your Committee on Finance is in accord with the purpose and intent of Bill No. 71, and
recommends it pass first reading.
