Your Committee on Finance, to which was referred Resolution No. 106-11, reports as follows:
Resolution No. 106-11, by Finance Director Nancy Crawford via Communication No. 269, dated
June 22, 2011, authorizes the Mayor to enter into an agreement with the State of Hawaii
Department of Health..
The State Department of Health, Alcohol and Drug Abuse Division, is providing federally
derived funds for the purpose of supporting the Police's efforts to conduct enforcement
operations of minors purchasing alcohol. The Hawai`i Police Department will schedule and
supervise a yearly compliance check of approximately one hundred thirty one (131) retail stores
over a nine month period. Enforcement operations, consisting of two teams of one minor field
researcher, and two Hawaii Police Department personnel, will use plainclothes officers to
observe purchase attempts by the researcher and to cite any retail store which makes an illegal
sale to a minor.
Pursuant to Section 46-7, Hawai`i Revised Statutes, County Departments must obtain the consent
of the Council to enter into agreements with the federal or state governments respecting action to
be taken pursuant to any of the powers granted by law to furnish, expend and receive any funds
or other assistance in connection with projects being or to be undertaken pursuant to those
powers.
There was no discussion this measure.
Your Committee on Finance is in accord with the purpose and intent of Resolution No. 106-11,
and recommends its adoption.
