TANIGUCHI, LTD. From Assistant Corporation Counsel Katherine Garson, dated July 8, 2011. The 86 square foot lot, dedicated for purposes of improving the road, is located at the corner of the Mamo and Keawe Street intersection in Hilo. Comm. 276: AN ORDINANCE AMENDING CHAPTER 24, ARTICLE 10, DIVISION 5 OF THE (Bill 73) HAWAII COUNTY CODE 1983 (2005 EDITION, AS AMENDED), RELATING TO PARKING From Public Works Director Warren Lee, dated June 30, 2011. Amends Section 24 -280, Schedule 28 (No parking at anytime), subsection (c) (South Hilo), by changing paragraph 6 to read: "(8) Aupuni Street, makai- southeast side, from a point six hundred sixty -two feet northeast of Kilauea Avenue and extending two hundred forty -five feet in the northwesterly direction. Also adds the following new paragraphs to be appropriately numbered: "( ) Aupuni Street, northeast side, from a point one thousand one hundred seventy -eight feet southeast of Pauahi Street to Kilauea Avenue; "O Aupuni Street, northeast side, from a point one thousand one hundred twenty feet northwest of Kilauea Avenue and extending two hundred sixty -seven feet in the northwesterly direction;" and "() Aupuni Street, northeast side, from a point one thousand five hundred sixty -two feet northwest of Kilauea Avenue to Pauahi Street." These amendments are necessary to update the County Code to match existing conditions. Also adds the following paragraphs to be appropriately numbered: “( ) Aupuni Street, southwest side, from a point three hundred one feet southeast of Pauahi Street and extending two hundred eighty-two feet in the southeasterly direction;” “( ) Aupuni Street, southwest side, from a point seven hundred seven feet southeast of Pauahi Street and extending four hundred thirty-five feet in the southeasterly direction; and “( ) Aupuni Street, northwest side, from a point one thousand one hundred seventy-eight feet southeast of Pauahi Street to Kilauea Avenue.” These amendments are necessary to update the County Code to match existing conditions. Comm. 278: RESOLUTION ACCEPTING THE GRANT OF EASEMENT FROM CONTINENTAL (Res. 109-11) PACIFIC, LLC FOR PUBLIC ACCESS PURPOSES From Mayor William P. Kenoi, dated July 1, 2011. The resolution accepts easements over several lots for pedestrian public access to the shoreline and sea cliffs in the Pepe‘ekeo Point area. Comm. 279: LIMITED SCOPE PERFORMANCE AUDIT OF THE DEPARTMENT OF PARKS AND RECREATION’S FACILITIES ASSET MANAGEMENT From Legislative Auditor Colleen Schrandt, dated July 21, 2011. This limited scope performance audit examines the Department of Parks and Recreation’s asset management of recreational facilities, fiscal responsibility, and safety set forth in its 2004-2009 Strategic Plan. Comm. 281: AN ORDINANCE AMENDING CHAPTER 24, ARTICLE 10, DIVISION 2 OF THE (Bill 75) HAWAI‘I COUNTY CODE 1983 (2005 EDITION, AS AMENDED), RELATING TO MOVING VEHICLES From Public Works Director Warren Lee, dated July 15, 2011. Amends Section 24-265, Schedule 13, (yield locations), paragraph (a), Hamakua, by adding Kalopa Road, eastbound approach to bridge adjacent to parcels 4-4-2:5, 4-4-2:6, 4-4-9:3, and 4-4-9:8; and eastbound approach to bridge adjacent to parcels 4-4-3:42, 4-4-4:6, 4-4-6:1, and 4-4-8:48. The reasons for this amendment include establishing a right-of-way at the first of the two listed one-lane bridges and to updated the Hawai‘i County Code to match existing conditions on the second bridge. Comm. 282: AN ORDINANCE AMENDING CHAPTER 24, ARTICLE 10, DIVISION 6 OF THE (Bill 76) HAWAI‘I COUNTY CODE 1983 (2005 EDITION), RELATING TO LOADING ZONES From Public Works Director Warren Lee, dated July 15, 2011. Amends Section 24-288, Schedule 36 (freight loading zones), paragraph (c), South Hilo, by adding “Kīlauea Avenue, southwest side, beginning from a point sixty-four feet northwest of Ponahawai Street and extending forty feet in the northwesterly direction.” This amendment is necessary to address a request for a freight loading zone along Kīlauea Avenue to service the area businesses.
