Coundl _ Subject: Appointment of Kevin M. Balog, Board of Appeals Dear Chairman Arakaki and Members of the Hawaii County Council, I apologize that I probably will not be able to be in attendance to your Council Meeting on January 6, 1999 to testify personally in support of Mr. Balog's nomination to the Board of Appeals. I have worked with Mr. Balog for the past four years as we have both served on the Hawaii County Planning Commission. Mr. Balog has demonstrated a high degree of integrity and les2dership during these years and the result has been his election to the chairmanship of the Planning Commission from 1996 through 1998 As expected , with the responsibilities of running the Commission, Mr. Balog has acquired a wsalth of knowledge regarding land use issues as well as knowledge of the many codes and rules that we must comply with. He was instrumental in the drafting of the 'Geothermal Asset Fund Rules that we utilize today. With the latest revision to the County Charter, the Board of Appeals no longer will hear appeals on Planning Commission matters. Therefore, any doubts or questions regarding conflicts between himself and the Commission have no bearing. I know that Mr. Balog will be an asset not only to the Board of Appeals, but to our whole Island community. 1 support him and humbly ask that you confirm his nomination to the Board of Appeals.
