Dear Chair Yagaong, Vice Chair Pilago and Council Members,
My name is Paul Kosasa, CEO and President of ABC Stores.
ABC Stores opposes the request rescind the motion for public hearings on Bill 17, Relating to
Plastic Bag Reduction.
It is our understanding that the Hawaii County Council is considering voting on a bill (Bill17)
without a public hearing. Our system of making laws relies on a process that has been in place
for two hundred years. It has not been perfect, but democracy is an experiment that has worked.
This is not a game that you can playfully change the rules...devaluing the citizens' right to voice
their opinions.
We believe citizens should have the right to participate at public hearings to comment on the
issues presented, in this case, the ban on the use of plastic bags, therefore, urge the council
members to give every bill its due process.
