Subject: Early Consultation for Environmental Assessment for Proposed Improvements to
UHH Pacific Aquaculture and Coastal Resource Center, Island of Hawaii, TMK
(3rd.) 2 -1- 011:004.
Our firm is in the process of preparing a Draft Environmental Assessment (EA) for a proposed State of Hawaii
activity, in compliance with Chapter 343, HRS, and Title 11, Chapter 200, HAR.
The University of Hawaii at Hilo (UHH) plans a project that involves a number of new or upgraded features at
the UHH Pacific Aquaculture and Coastal Resource Center in order to increase the functionality and efficiency
of the facility, including the following:
• Renovating the Administration Building to including AC and a Director's office;
• Renovating the existing concrete block building, including relocation of utility connections,
construction of office, lab, storage, refrigeration and processing facilities.
• Upgrading the sedimentation tank to a cetacean rehabilitation facility;
• Renovating the two existing tall tanks and the two wide fish tanks;
• Installing a new water heating system to provide 25 deg. C water;
• Replacing all exposed above - ground PVC piping;
• Upgrading electrical service at the hatchery buildings and adjacent tanks;
• Providing new metal storage containers;
• Covering the existing tanks located north of hatchery buildings;
• Providing a new roof and support over existing and new storage containers;
• Providing new shade net frame structure at algae culture tanks;
• Renovating the existing seawater well;
• Reconfiguring the fish wastewater disposal system;
• Upgrading roads and parking;
• Providing SCADA (Supervisory Control and Data Acquisition) system to monitor facility;
• Providing a new permanent sign and an electronic gate operator sign at main entrance; and
• Remove selected non - native trees and excess boulders from stockpile area and landscaping for finish
site presentation.
The areas of investigation in the Environmental Assessment will include but not be limited to water quality
assurance; wastewater treatment; flora, fauna, and ecosystems; traffic impacts; geology, soils, and hazards;
flooding and drainage impacts; social, cultural and community impacts; historic sites; and economic impacts. I
would appreciate your comments on any special environmental conditions or impacts. Please contact me at 969-
