This was a voter driven initiative that became law. The subsequent Charter Amendment to ensure that at least 1% of our tax dollars be deposited into the Land Fund, was meant to protect the Code as well as giving some flexibility in times of economic strife. Voters who agreed to the Charter Amendment did not believe it was intended to change the Code, but to protect it from ever being totally suspended as it was for the previous two year period. There should be a way to honor the Code while also allowing for some flexibility per the Charter. Mahalo for your consideration of my views.
