Your Committee on Finance, to which was referred Resolution No. 119-11, reports as follows:
Resolution No. 119-11, transmitted by Assistant Corporation Counsel Katherine A. Garson, via
Communication No. 297, dated July 25, 2011, accepts the donation of Lot 8 and portion of
L.C.A. 7713, Apana 43, TMKs: (3)7-5-019-025 and 7-6-017-083, for public purpose relating to
the Ali`i Drive Culvert Replacement Project to the County of Hawai`i. These donations, from
Wendell Kwai Sung Foo and Sue Ling Foo, Trustees of the Foo 1980 Trust Agreement, and
Wendell K.S. Foo, have been approved by the Finance, Planning Department, Department of
Public Works, Department of Water Supply, and the Real Property Tax Division.
Ms. Garson and Casey Yanagihara, Engineer from Department of Public Works appeared before
Your Committee. Mr. Yanagihara confirmed that the culvert is a replacement project.
Furthermore, this culvert will be removed, widened and expanded as it has reached its life
expectancy.
Pursuant to Article XIII, Section 13-12, Hawaii County Charter the Council, on behalf of the
County, may accept gifts or donations of real property.
Your Committee on Finance is in accord with the purpose and intent of Resolution No. 119-11,
and recommends its adoption.
