Gonzalez Deputy Director SUBJECT: PRESENTATION: TRANSPORTATION ASSET MANAGEMENT SYSTEM — ROADSOFT GEOGRAPHIC INFORMATION SYSTEM (GIS) The Department of Public Works (DPW) has installed RoadSoft Geographic GIS software to manage the road transportation infrastructure assets. Inventorying; 2. Viewing; 3. Planning; and 4. Reporting. • Includes modules for: i. Road surface and inventory; 2. Signs; 3. Pavement markings; 4. Safety (accident); 5. Bridges; 6. Culverts; 7. Implement traffic accident analysis system to plan safety improvement projects. Data to be used for Annual Traffic Safety Report and Road Safety Audit program. Establish traffic sign inventory and maintenance program to meet new traffic sign retroreflectivity requirements. Address some of the findings in the September 2009 Limited Scope Performance Audit of the Highway Fund including: i. Develop a system that identifies the County road segments; 2. Develop road inventory including current conditions, remaining service life, types of treatments used, and dates and costs of each application; 3. Adopt industry recommended practices related to preventative maintenance, extension of road remaining service life, and traffic safety project identification; 4. Develop program activities strategic plan to be used as a foundation for future budget planning; and 5. Coordinate with HPD to establish a systematic method for identifying, recording, and transferring traffic accident location data to facilitate efficient traffic safety analysis and reporting. 8/23/2011 4 8/23/2011 5 Audit Finding 3 (0 • Adopt industry recommended practices related to preventative maintenance, extension of road remaining service life, and traffic safety project identification. Summary — Expand our array of road maintenance applications including those aimed at extending remaining service life in an effort to minimize rehabilitation and reconstruction costs. Implement a road safety audit program. RoadSoft GIS addresses this via: 1.. Strategy Optimization module — road surface treatments and unit costs are stored and referenced during maintenance strategy optimization and planning. 2. Safety module — the output of the top traffic accident frequency and rate locations and traffic accident trend data used in a Road Safety Audit program for safety improvement project planning. 3. PASER training — offered by RoadSoft GIS staff taught County HWY employees how to evaluate roads and the types of preventative maintenance treatments to apply based on given conditions. • • Audit Findings 1 & 2 - -(�; Develop a system that identifies the County road segments. Develop road inventory including current conditions, remaining service life, types of treatments used, and dates and costs of each application. Summary — establish a system that details all roads under County jurisdiction and build a transportation asset inventory including roads and signs, containing information regarding location, type, condition, and maintenance history. RoadSoft GIS addresses this via: i. Road Inventory module — displays information related to ownership, physical and condition characteristics, remaining service life, and maintenance and work order histories of all County roads. 2. Sign Inventory module — displays sign inventory information including sign types, sizes, locations, retroreflectivity values, and maintenance and work order histories. 8/23/2011 5 Audit Finding 3 (0 • Adopt industry recommended practices related to preventative maintenance, extension of road remaining service life, and traffic safety project identification. Safety module — use of traffic accident data and volumes to generate accident frequency, rate, and trend information used for the proper planning safety improvement projects. 3. Sign Inventory module — through optimized inspection and maintenance cycles will be able to budget properly and maximize use of resources in order to meet the minimum sign retroreflectivity requirements. • Audit Finding 5 Coordinate with HPD to establish a systematic method for identifying, recording, and transferring traffic accident location data to facilitate efficient traffic safety analysis and reporting. Summary — work with HPD to develop an improved system of traffic accident reporting that can be used for traffic accident analysis and safety improvement project planning. County staff working with HPD and RoadSoft GIS staff to improve traffic accident reporting so data can be used by RoadSoft GIS to generate reports that can be used for project planning and to assist HPD with enforcement operations. 8/23/2011 6 8/23/2011 7 Where are we in the process? ��, • Software acquired September 2010 and currently running on Traffic server. • Training in progress with the Introduction to RoadSoft GIS and Road Surface Evaluation Using PASER trainings completed in January 2011 and February 2011 respectively. • Contract with Mandli Communications to collect photo log images, a full traffic sign , inventory, and road evaluations along all County roads executed 6/30/11. • Final deliverable for project expected at the end of December 2011. • Working with the HPD on traffic accident data format. • TRF purchased and distributed 100 GPS units to HPD to incorporate latitude /longitude data into traffic accident location reporting. • Working with IT to install County GIS map into the GPS units. • An HPD test group of 20 officers will test and provide feedback on the use of the GPS units for traffic accident location reporting. • Full implementation of the use of GPS expected by the beginning of January 2012. 8/23/2011 7
