Re: Agreement with the U. S. Department of Justice Drug Enforcement Administration

The U. S. Department of Justice Drug Enforcement Administration (DEA) is providing
federally derived funds to disrupt illicit drug traffic in Hawaii, gather and report intelligence
data relating to trafficking in narcotics, and conduct covert operations. The Hawaii Police
Department will detail up to three (3) experienced officers to the Hawaii Airport Task Force
(HATF), a joint venture between the Hawaii Police Department and the DEA to accomplish
this task.
Enclosed is a resolution authorizing the Mayor to enter into an agreement with the U. S.
Department of Justice Drug Enforcement Administration in order to commence this program.
Also enclosed is a bill amending the Operating Budget by increasing the appropriation
(estimated amount based on contract - specified annual limit of $17,202.25 for each of the
three deputized Hawaii Police Department officers, totaling $51,607) in the HI Impact Grant
account, bringing the total grant appropriation to $176,607.

To appropriate an additional $51,607.00 under the HI Impact account 010.201.5219.93.115 and revenue
account 3302.98.
To enter into an Agreement with the U.S. Department of Justice Drug Enforcement Administration (DEA).
B. BACKGROUND AND JUSTIFICATION (USE ADDITIONAL SHEETS AS NEEDED):
The U.S. Department of Justice is providing fundsdisrupt illicit drug traffic in Hawaii, gather and report

Enclosed is the FY 2012 State and Local Task Force Agreement between the Hawaii County Police
Department (HCPD) and the Drug Enforcement Administration (DEA). The Agreement is for High
Intensity Drug Trafficking Area (HIDTA) funded positions.
Your review and approval of the documents for FY 2012 is respectfully requested. If you are in
agreement, please sign page three of the Task Force Agreement; along with page two of the OJP
Form 4061/6 entitled "Certifications Regarding Lobbying; Debarment, Suspension and other
Responsibility Matters; and Drug -free Workplace Requirements" and return them as soon as
possible. A copy of the Agreement will be forwarded to you upon completion of signatures.
