Sako Deputy Director The Geothermal Relocation and Community Benefits Fund Program was established for the relocation of owner - occupants residing near the Puna Geothermal Venture's plant and who want to be permanently relocated, and to fund expenditures for the benefit of Lower Puna; including but not limited to, road improvements, water infrastructure development, land acquisition, parks and recreational facility needs, civil defense mass transit improvements. Expenditures of this fund are to be made in accordance with appropriations adopted by the Hawai'i County Council after receiving recommendations from the Planning Director. Council Member Fred Blas has requested that $450,000 of Geothermal Relocation and Community Benefits funds be used towards improvements of Kahakai Boulevard, Ka`ohe Road and Pahoa Village Road. Planning Director BJ Leithead Todd has given her recommendation towards this project. Enclosed is a bill for an ordinance to amend the Operating Budget and appropriate Geothermal Relocation and Community Benefits funds for road improvements in District 5. Also enclosed is a bill for an ordinance to add the Discretionary Road Projects - Geothermal Funds - Council District 5 project to this fiscal year's Capital Budget. To help expedite this project, the Department of Public Works requests that these bills be waived from the Finance Committee and placed on the September 8, 2011 Council meeting agenda.
