Methane has 21 times the global warming potential of CO2. • The 2009 -2010 Solid Waste Disposal Summary indicates that the current East Hawaii County diversion rate is approximately 36 %. As projected in the 2009 Integrated Resources and Solid Waste Management Plan the forecast generation indicates that the County may be able achieve a 44% diversion rate by 2017 (and maintain at this rate thereafter). • By incorporating our proposed Phase I MRF operations the County could achieve a 70% diversion rate in the first year of operations. • Through the integration of our Phase II additional processing of a post - recycled fuel product; we could further increase the County diversion rate up to 80 %. Benefits to the County of Hawaii Environmental and Economic Benefits (continued) Delay Closure of the South Hilo Sanitary Landfill (SHSL): Pacific Waste Keeping Hawaii Beautiful • The increased diversion rate would substantially extend the life of the Hilo Landfill beyond the County's current projections of 5 - 8 years of remaining capacity, therefore deferring the closure cost which would equate to millions of dollars in avoided cost to the County. • By extending the life of the Hilo Landfill, the County will be able to delay or eliminate the need to implement one or both of the current options for managing landfill residuals. The two options as defined in the IRSWMP include: trucking the waste to the West Hawaii Sanitary Landfill (WHSL) or expanding the SHSL through construction of a new landfill within the adjacent quarry site. Both of these options present the County with a number of risks from the associated environmental, economic and social impacts. • Cost savings to County by avoiding the need to truck waste to West Hawaii (as identified in the 2009 IRSWMP): projected transportation cost of $82 per ton plus the current WHSL tipping fee of $56.99 per ton. ❑ Approximately $6,500,000 annually • Cost savings to County by avoiding the need to expand the SHSL (as identified in the 2009 IRSWMP): projected construction cost of $69 - $73 per ton. ❑ Approximately $2,200,000 annually Additional Economic and Community Benefits: • The MRF facility would add approximately 24 new "green" jobs to the local economy, to be funded by Pacific Waste. Comparison of MRF Proposal to County Phased Plan as described in the Director's Report dated, Nov. 24, 2010 County Phase I (first -year operations) County to operate "modified" MRF @ EHRSS to separate clean cardboard and /or paper fiber from commercial hauler loads...residual material to be compacted and loaded into County trailers for disposal at SHSL. The MRF is a joint effort of three counties — Brown, Outagamie, and Winnebago — and was built to process material from the new Single Stream program developed by the three counties.
