be located at East Hawaii Regional Sort Station (EHRSS)
Design, Manufacture, Install and Operate a Commercial
and Residential Municipal Solid Waste (MSW) Processing

recyclables and separation of organics to minimize the
amount of residual material deposited into the landfill
Maximize the Diversion Rate through a phased plan to
implement additional residual management processing to
produce a post - recycled renewable fuel source

• Immediate increase to the East Hawaii County diversion rate through the recovery of recyclable materials and the
separation of organics (compost material) that will be achieved in the first year of operation and each year thereafter.
• Immediate substantial reduction in the amount of landfill residuals requiring disposal.
❑ Stabilize the residual material through the removal of biodegradable material (organics) to minimize
greenhouse gas emissions (recent County study identified that 31% of the County greenhouse gas emissions
are produced by the two operating landfills).
❑ Reduce the volume and toxicity of material (leachates) sent to the landfill.
❑ Reduce the amount of methane gas produced by the anaerobic decomposition of the biodegradable part of
the waste (1 ton of waste produces 2,200 cu. ft. of methane). Methane has 21 times the global warming
potential of CO2.
• The 2009 -2010 Solid Waste Disposal Summary indicates that the current East Hawaii County diversion rate is
approximately 36 %. As projected in the 2009 Integrated Resources and Solid Waste Management Plan the forecast
generation indicates that the County may be able achieve a 44% diversion rate by 2017 (and maintain at this rate
thereafter).
• By incorporating our proposed Phase I MRF operations the County could achieve a 70% diversion rate in the first year
of operations.
• Through the integration of our Phase II additional processing of a post - recycled fuel product; we could further increase
the County diversion rate up to 80 %.

Delay Closure of the South Hilo Sanitary Landfill (SHSL):

• The increased diversion rate would substantially extend the life of the Hilo Landfill beyond the County's current
projections of 5 - 8 years of remaining capacity, therefore deferring the closure cost which would equate to millions of
dollars in avoided cost to the County.
• By extending the life of the Hilo Landfill, the County will be able to delay or eliminate the need to implement one or
both of the current options for managing landfill residuals. The two options as defined in the IRSWMP include: trucking
the waste to the West Hawaii Sanitary Landfill (WHSL) or expanding the SHSL through construction of a new landfill
within the adjacent quarry site. Both of these options present the County with a number of risks from the associated
environmental, economic and social impacts.
• Cost savings to County by avoiding the need to truck waste to West Hawaii (as identified in the 2009 IRSWMP):
projected transportation cost of $82 per ton plus the current WHSL tipping fee of $56.99 per ton.
❑ Approximately $6,500,000 annually
• Cost savings to County by avoiding the need to expand the SHSL (as identified in the 2009 IRSWMP): projected
construction cost of $69 - $73 per ton.
❑ Approximately $2,200,000 annually
Additional Economic and Community Benefits:
• The MRF facility would add approximately 24 new "green" jobs to the local economy, to be funded by Pacific Waste.

• Recovery of additional recyclables: cardboard, paper
fiber, plastic, metal, and glass.
• Substantially increased the County diversion rate: 70%
• Separation of organics for compost.
• Creation of approx. 24 new private sector jobs of local

energy market (sustainable waste diversion).

The BHS Single Stream & MSW systems for GreenWaste Recovery in San Jose
are a stunning achievement for the city, boosting its strong reputation as a
national leader in recycling & zero waste programs. The dual -line system at
the Material Recovery Facility (MRF) processes recyclables from both waste
streams, delivering unprecedented recovery rates and minimizing final
residue sent to landfill.
Technology incorporated into both systems include the latest in screening,
air systems and optical sorting, maximizing commodity recovery and
translating into significantly lower processing costs per hour.
The BHS patented MSW automated sorting process
separates out more than 8o% of recyclables, far
above the usual recovery rate of 15-25% and with far
less manual sorters, a significant cost in most "dirty"
MRFs.

This Material Recovery Facility (MRF) in Outagamie County,
Wisconsin is a state -of- the -art 25 tph Single Stream sorting
system, designed, manufactured and installed by BHS. The
MRF is a joint effort of three counties — Brown, Outagamie, and
Winnebago — and was built to process material from the new
Single Stream program developed by the three counties.
The tri- county program combines paper with plastic, glass
and metal recyclables and launches a new era of recycling for
5oo,000 people in more than 6o Brown - Outagamie- Winnebago
communities, according to Phil Stecker, Director of Solid Waste
for Outagamie County.
The system sets the new standard for Single Stream processing,
incorporating the latest in screening, optical and air separation
technologies. The BHS system is designed to maximize the
recovery of marketable commodities, yielding minimal residual
material and reducing disposal costs. As a result, the products
produced by the system are high in quality, the cost to process
material is low, and the capture rate of high value materials is
virtually i00% with extremely low residue values.

BHS partnered with Canada Fibers in Toronto Canada to build a
state -of- the -art Materials Recovery Facility (MRF) to pull valuable
recyclables from the metro -area Industrial, Commercial and
Institutional (IC &I) waste stream, greatly reducing the amount of
waste going to landfill.
Incorporating the latest in patented screening, air systems and
optical sorting technology, the custom - designed, multi- purpose
processing system also sorts residential Single Stream materials. In
addition, the system's flexibility allows the company to processes
residue from other MRFs, recovering valuable commodities other
systems are unable to capture at rates up to 85 %.

Recovered products include cardboard, newsprint, paper, plastic
