Serving the Interests of the People of Our Island Hawai`i County is an Equal Opportunity Provider and Employer FC-17 Page 2 September 7, 2011 Comm. 323: RESOLUTION AUTHORIZING THE ACCEPTANCE OF A DONATION OF OCEAN (Res. 126-11) SAFETY EQUIPMENT FOR USE BY THE HAWAI‘I FIRE DEPARTMENT’S OCEAN SAFETY DIVISION From Finance Director Nancy Crawford, dated August 24, 2011, requesting the acceptance of four rescue surfboards; two Automated External Defibrillators; and eight megaphones from the Daniel Sayre Memorial Foundation. This equipment is valued at $9,963.36 and will be used by the Hawai‘i Fire Department Water Safety Officers. Comm. 324: RESOLUTION AUTHORIZING THE OFFICE OF THE MAYOR TO ENTER INTO (Res. 127-11) AN AGREEMENT WITH THE U.S. DEPARTMENT OF JUSTICE PURSUANT TO HRS 46-7, FOR A JOINT HAWAI‘I AIRPORT TASKFORCE BETWEEN THE DRUG ENFORCEMENT ADMINISTRATION AND THE HAWAI‘I POLICE DEPARTMENT; and (Bill 86): AN ORDINANCE TO AMEND ORDINANCE NO. 11-59, AS AMENDED, THE OPERATING BUDGET FOR THE COUNTY OF HAWAI‘I FOR THE FISCAL YEAR ENDING JUNE 30, 2012 From Finance Director Nancy Crawford, dated August 24, 2011. Appropriates revenues of $51,607 in the Federal Grants - High Intensity Impact Grant account; and appropriates same to the Police Department’s Federal Grants - High Intensity Impact Grant account. These funds, derived from the U.S. Department of Justice Drug Enforcement Administration (DEA) will be used to detail up to three experienced officers to the Hawai‘i Airport Task Force (HATF) to disrupt illicit drug traffic in Hawai‘i, gather and report intelligence data, and conduct covert operations. The HATF is a joint venture between the Hawai‘i Police Department and the DEA. Comm. 325: RESOLUTION AUTHORIZING THE ACQUISITION OF EASEMENTS IN PRIVATE (Res. 128-11) PROPERTY BY EMINENT DOMAIN, TAX MAP KEY: (3) 4-5-002-061, SITUATED AT NAMOKU AND HAINA, DISTRICT OF HĀMĀKUA, COUNTY AND STATE OF HAWAI‘I, FOR ROAD AND UTILITY PURPOSES FOR THE HONOKA‘A WASTEWATER TREATMENT PLANT From Deputy Corporation Counsel Ivan M. Torigoe, dated August 23, 2011. It is necessary for the County of Hawai‘i to invoke its condemnation powers to acquire road and utility easements on private property to provide electric and other utility services for the construction, upgrade, operation, and maintenance of the Honoka‘a wastewater treatment plant. Comm. 326: A RESOLUTION AUTHORIZING THE DIRECTOR OF FINANCE TO (Res. 129-11) COMPROMISE REAL PROPERTY TAXES OWED BY MANA CHRISTIAN OHANA ON A PARCEL IDENTIFIED AS TAX MAP KEY: (3)6-7-002-065 From Council Member Pete Hoffmann, dated August 18, 2011. Authorizes the Director of Finance to allow Mana Christian Ohana to pay the minimum tax of $50 allowed by exemption for nonprofit entities and to reimburse the remaining balance of the $5,620.62 collected from the Church for tax year 2011. FC-17 Page 3 September 7, 2011 Comm. 327: AN ORDINANCE TO INITIATE A CHARTER AMENDMENT TO ARTICLE X, (Bill 87) FINANCIAL PROCEDURES, SECTION 10-15, OF THE HAWAI‘I COUNTY CHARTER (2010 EDITION), REGARDING THE PUBLIC ACCESS, OPEN SPACE, AND NATURAL RESOURCES PRESERVATION FUND From Council Member Brenda Ford, dated August 24, 2011. Removes the appropriation of one percent of the capital program to the fund, and increases the appropriation from the real property tax revenues from one to two percent. Also adds provisions for prohibition of development on land purchased for open space, for leveraging money by attracting matching funds, and attaching restrictive covenants to the recorded deed for parcels purchased with the funds.
