Date §fP 7 701 UNCLASSIFIED OASD RA INNOVATIVE READINESS TRAINING (IRT) Lt Col Dwight Hall Air National Guard IRT Program Manager September 7, 2011 UNCLASSIFIED OASD (RA) WHAT IS IRT? OASD RA • The Innovative Readiness Training Program (IRT) is authorized under 10 USC 2012 (1996), operates in the US, its territories and possessions, and the Commonwealth of Puerto Rico. • Provides for a civilian-military partnership where Combat Support (CS) and Combat Service Support (CSS) Units & Personnel with specific training requirements assist with meeting the needs of an underserved community. • Innovative Readiness Training (IRT) formally established, DOD Directive (DODD) 1100.20 (1997). Currently updating this to a DOD Instruction. • Updates to the directive in April 2004 established Support and Services for Eligible Organizations and Activities Outside the Department of Defense (DoD). Services have separate regulatory guidance. • Service incremental funding for training provided by the Innovative Readiness Training program. > Services may support with annual active duty funds, active duty for training funds or weekend drills 2 OVERVIEW OF DODD 1100.20 OASD RA • Military units may volunteer to assist eligible organizations in the United States and US territories • Services provided must be incidental to unit Mission Essential Task List (METL) or individual Military Occupational Specialty (MOS) training ➢ Training is the number one priority for IRT • The civic assistance shall be accomplished through IRT activities, and shall be accomplished primarily by combat support, healthcare services, engineering, and infrastructure support • Avoid competition with the private sector and avoid duplication of governmental services ➢ IRT does not provide civilian contractors with equipment, transportation, or life support 3 TRAINING IRT PROGRAM OASD RA • Multi - Service voluntary priority training that emphasizes core METLs while building interoperability and readiness ➢ Personnel only work within their MOS ➢ Schools for training outside a military member's MOS is not part of IRT ➢ The military may not have all skills necessary to support a community request; in which case the community must provide that function • Offers multi - Service opportunity to train in areas that replicate real world deployments- remote, austere locations with underserved communities • Both Reserve and Active Components can participate in IRT • Real world events take priority and an IRT project may be cancelled or delayed • Annual IRT budget is not guaranteed year to year 5 COMMUNITY ROLE OASD RA • Be an eligible entity: federal, state, local government or non profit organization .
