Dear Chairperson Yagong:
am an electrical contractor licensed to do business in the State of Hawaii with a shop in Hilo
for the past fifteen years. The majority of our work is performed within the Hawaii County.
fully support Bill 268 with revisions. The intent and purpose of Bill 268 clarifies many issues
related to electrical work in the County but "Section 9 -3 (3) Scope; exceptions" is too vague
and opens the door for anyone other than the utility company or licensed electrical contractor to
control and perform the work within a proposed boundary lines of a subdivision, proposed
subdivision under development, or an approved subdivision, where the work is planned or
actual roadways or other common infrastructure areas. An acceptable language should include
that the work should be performed exclusively by the utility company or contractor contracted to
perform the work for the utility company. Any and all work other than the utility company or its
contractor should be performed by an authorized licensed electrical contractor.
I support Bill 268 with revision as described above.
