Re: Support of Bill 269, Draft 3, with Amendments

My name is Jonathan Lee, Field Agent for the 1300 Member, Plumbers and Fitters Union, Local 675.
Local 675 Supports Bill 269, Draft 3, with amendments. The proposal will change Chapter 17 of the Hawai'i County Code
1983 (2005 Edition, as Amended) Relating to Plumbing.
The proposed adoption of the 2006 Uniform Plumbing Code (UPC) into the State Building Code will establish a consistent
standard for our Trade.
Local 675, proposes an amendment to Section 17 -16. Work not Requiring a Permit, (b) and heaters., to insert Residential
Heaters instead to the end of first sentence of Section 17 -16 (b).
Most Residential Water Heaters are replaced on an as needed basis, which means they are usually broken and leaking.
By omitting Heaters from this Section will require homeowners to get a permit before replacing their water heaters.
They will have to suffer till the permit is issued and the heater is replaced.
In the UPC there is a section on Heaters which also contains provisions for Boilers. The definition for a residential water
heater is less than 120 gallons, less than 200K BTU rating, water temperatures not to exceed 210 degrees F and water
pressures not to exceed 160 psi (reference NFPA 54.3355.7) plumbing code 502.0. Boilers are subject to different
permits and inspection than residential heaters.
For these reasons, Local 675 request that consideration be given to our amendment for Bill 269, Draft 3.
