RE: IN SUPPORT OF Bill 269, Draft 3. With Proposed Amendments as provided
TO AMEND CHAPTER 17 OF THE HAWAII COUNTY CODE 1983 (2005
EDITION, AS AMENDED). RELATING TO PLUMBING.
Dear Chair Yagong, Vice Chair Hoffman and fellow Hawaii County Council Members;
My name is Kika G. Bukoski. I am submitting this testimony on behalf of the Hawaii
Building & Construction Trades Council, AFL -CIO. Our Council is comprised of 16-
construction trade unions and a membership of over 41,000 statewide.
The Council SUPPORTS the passage of BILL 269, Draft 3 with the following
suggested amendments:
Section 17 -16. Work not requiring permit.
(b) No permit shall be required in the case of any replacement work for the
following: the replacement or repair of disposals, faucets and fixtures, to
include sinks, water closets and residential heaters for non - commercial
residents and the County government occupancies only. Permits however
shall be required when such repairs do involve or require the replacement or
rearrangement of valves or pipes. All repair or replacement work shall be
done by licensed plumbers in accordance with section 444, Hawaii Revised
Statutes.
Removing "residential heaters" from this exemption may cause undue and
unintended consequence(s) to a homeowners ability to quickly replace and /or
repair a defective residential heater.
Thank you for the opportunity to submit this testimony in support of BILL 269,
Draft 3 with proposed amendments.
