Dear Chairman De Lima and Members of the County Council:
RE: Interim Amendment to the General Plan
Transmitted herewith is a copy of a public notice which informs
the general public that the Planning Director is initiating an
amendment to the General Plan pursuant to the Interim Amendment
Procedures described in Section 6-B (4) of Ordinance No. 89-142,
the County of Hawaii General Plan, and Section 4-6, Planning
Department Rules of Practice and Procedure.
Section 4-6 (a) of the Planning Department Rules of Practice and
Procedure requires a forty-five (45) day comment period. The
public, the Planning Commission and the County Council are
provided the opportunity to submit their input within 45 days
after the date of notification. The official date of
notification will be December 3, 1996, which is the date that the
enclosed public notice will be published in the Hawaii Tribune-
Herald and the West Hawaii Today.
Further, this is to inform you that the Planning Director will be
conducting a public workshop on this matter on the date, time and
place as indicated in the public notice.

PUBLIC'NOTICE
PROPOSED AMENDMENT TO THE GENERAL PLAN
PLANNING DIRECTOR
COUNTY OF HAWAII
NOTICE IS HEREBY GIVEN of proposed amendment to the General Plan of the -
County of Hawaii, Ordinance No. 89-142, initiated by the Planning Director, pursuant to
Section 3-15 of the Charter of the County of Hawaii and Section 6-B(4) of Ordinance
No. 89-142, and Section 4-6, Planning Department Rules of Practice and Procedure.
The proposed amendment is to amend the General Plan Land Use Pattern Allocation
Guide (LUPAG) Map by redesignating approximately 3.4± acres of land from Low Density
Urban Development to High Density Urban Development designation. The affected land is
located within the Waiakea House Lots, approximately 100 feet north from the intersection of
Kekuanaoa and Hinano Streets and borders Hinano Street and Laukapu Street, South Hilo
District, Island of Hawaii, Tax Map Key: 2-2-34:67, 68, 69, 76, 77, 104 and 106.
The purpose of the public notice is to afford all interested persons an opportunity to
provide written comments on the proposed amendment within forty-five (45) days from the
date of publication of this notice. Written input must be submitted to the Planning Director by
January 17, 1997. Thereafter, the proposed amendment will be submitted to the Planning
Commission. The Planning Commission will conduct a Public Hearing on the proposed
amendment and then upon conclusion of the Public Hearing, the Commission will forward its
recommendation to the County Council.
Further, the Planning Director will be conducting a public workshop on this matter on
the date, time and place as follows:

Maps showing the general location and boundaries of the area under consideration
and/or plans of the proposed development are on file and open to inspection during office
hours in the office of the Planning Department in the County Building at 25 Aupuni Street,
Room 109, Hilo, Hawaii, and in the Planning Department's West Hawaii Office at 75-5706
Kuakini Highway, Suite 109, in Kailua-Kona, Hawaii.
