Your Committee on Finance, to which was referred Bill No. 86, reports as follows:
Bill 86, transmitted jointly with Resolution 127-11, by Finance Director Nancy Crawford via
Communication No. 324, dated August 24, 2011, amends Ordinance No. 11-59, as amended, the
Operating Budget, ending June 30, 2012. The amendment is as follows:

The U.S. Department of Justice Drug Enforcement Administration (DEA) is providing federally
derived funds to disrupt illicit drug traffic in Hawaii, gather and report intelligence data relating
to trafficking in narcotics, and conduct covert operations. The Hawaii Police Department will
detail up to three (3) experienced officers to the Hawaii Airport Task Force (HATF), a joint
venture between the Hawai`i Police Department and the DEA to accomplish this task.
The bill amends the Operating Budget by increasing the appropriation (estimated amount based
on contract-specified annual limit of$17,202.25 for each of the three deputized Hawaii Police
Department officers, totaling $51,507) in the HI Impact Grant account, bringing the total grant
appropriation to $176,607.
Pursuant to Section 46-7, Hawaii Revised Statutes, County Departments must obtain the consent
of the Council to enter into agreements with the federal or state governments respecting action to
be taken pursuant to any of the powers granted by law to furnish, expend and receive any funds
or other assistance in connection with projects being or to be undertaken pursuant to those
powers.
There was no discussion on this measure.

For informational purposes, Ms. Smart voted "kanalua" twice.
Your Committee on Finance is in accord with the purpose and intent of Bill No. 86, and
recommends it pass first reading.
