Your Committee on Public Works and Parks and Recreation, to which was referred Bill No. 82,
reports as follows:
Bill No. 82,transmitted via Communication No. 308, from Public Works Director Warren W. H.
Lee, dated August 3, 2011, amends Chapter 24, Article 10, Division 5 Relating to Parking, of the
Hawai`i County Code 1983 (2005 Edition, as Amended).
Article 10, Division 5 (Parking), Section 24-280, Schedule 28 (No parking at anytime),
subsection(c) (South Hilo) is amended by adding new item: "East Puainako Street, south side,
from Pilipaa Street to Ohuohu Street", and renumbering as required. This amendment was
generated based on a request and is necessary to enhance vehicular and pedestrian safety in the
area.
Councilmember Onishi urged support for the bill and explained that he has been working with
the Neighborhood Watch group in the area to clean up the trash and illegal activities that occur.
He also stated that vendors who frequent the area create dangerous traffic conditions and safety
hazards for pedestrians. Department of Public Works Director Warren Lee explained that the
County has an agreement with the Department of Hawaiian Home Lands addressing roads and
that the County maintains the easement there. He also stated that appropriate signage will be
placed in the right of way.
For informational purposes one member of the public testified in support of Bill No. 82.
Your Committee on Public Works and Parks and Recreation is in accord with the purpose and
intent of Bill 82, and recommends its passage on first reading.
