These funds from the Children’s Justice Grant Task Force of West Hawai‘i are being given to the Hawai‘i Police Department to help cover the costs to bring a canine trainer to Hilo to work with a dog and handler. Increases revenues of $500 in the Contribution from Private Source account; and appropriates same to the Miscellaneous Police – Training Account. These funds from the Kona Crime Prevention Committee are being given to the Hawai‘i Police Department to help cover the costs to bring a canine trainer to Hilo to work with a dog and handler. Recommends passage of Bill 95 on first reading: Ayes: Committee Members Blas, Hoffmann, Ikeda, Onishi, Pilago, Smart, Yagong, Yoshimoto and Chair Ford. Noes: None. Absent: None. Comm. 351: RESOLUTION AUTHORIZING THE ACCEPTANCE OF A DONATION OF TEN (Res. 146-11) (10) BINOCULARS FOR THE HAWAI‘I POLICE DEPARTMENT From Finance Director Nancy Crawford, dated September 7, 2011, requesting the acceptance of ten (10) binoculars, with a total estimated value of $3,670 from the U.S. Department of Homeland Security, U.S. Immigration and Customs Enforcement. This equipment will be used to assist with covert operations. Recommends adoption of Res. 146-11: Ayes: Committee Members Blas, Hoffmann, Ikeda, Onishi, Pilago, Smart, Yagong, Yoshimoto and Chair Ford. Noes: None. Absent: None. Comm. 352: AN ORDINANCE TO AMEND ORDINANCE NO. 11-59, AS AMENDED, THE (Bill 96) OPERATING BUDGET FOR THE COUNTY OF HAWAI‘I FOR THE FISCAL YEAR ENDING JUNE 30, 2012 From Finance Director Nancy Crawford, dated September 7, 2011. Increases revenues of $15,413 in the Federal Grant – Coastal Zone Management (CZM) account; and appropriates same to the Planning Department’s CZM account. These additional funds, awarded by the National Ocean and Atmospheric Administration will be added to grant appropriations previously received, bringing the total CZM appropriation to $342,965. These funds will be used to manage the island’s coastal zones and implement and monitor compliance with shoreline setbacks, public access, and environmental assessment/impact. FC-18 Page 6 September 20, 2011 Comm. 353: RESOLUTION AUTHORIZING THE PAYMENT OF FUNDS OF A LATER FISCAL (Res. 147-11) YEAR AND OF MORE THAN ONE FISCAL YEAR FOR A MULTI-YEAR LEASE FOR TWO (2) FIRE APPARATUS (FIRE TRUCKS) FOR THE HAWAI‘I FIRE DEPARTMENT From Finance Director Nancy Crawford, dated September 7, 2011. These apparatus are to replace two fire trucks, one at Kawailani and one at the Kaūmana Fire Station, which are over 20 years old and suffer from increased maintenance costs, down time and unreliability. The anticipated total lease cost for the two trucks is $23,500 per month. Recommends adoption of Res. 147-11: Ayes: Committee Members Blas, Hoffmann, Ikeda, Onishi, Pilago, Smart, and Yoshimoto. Noes: Committee Members Yagong and Chair Ford. Absent: None. (Note: Committee Member Blas voted “kanalua” twice.) Comm. 354: RESOLUTION AUTHORIZING THE PAYMENT OF FUNDS OF A LATER FISCAL (Res. 148-11) YEAR AND OF MORE THAN ONE FISCAL YEAR FOR A MULTI-YEAR LEASE OF REAL PROPERTY From Finance Director Nancy Crawford, dated September 7, 2011. Authorizes the Department of Public Works (DPW) to enter into a multi-year lease for two (2) years, for premises located at the north side of the West Hawai‘i Traffic Facility needed for parking and storage. DPW Traffic Division is currently leasing the property for one year ending on July 13, 2012; this will provide an additional two years at a cost of $600 per month. Recommends adoption of Res. 148-11: Ayes: Committee Members Blas, Hoffmann, Ikeda, Onishi, Pilago, Smart, Yagong, Yoshimoto and Chair Ford. Noes: None. Absent: None. Comm. 355: AN ORDINANCE AMENDING CHAPTER 12, ARTICLE 4 OF THE HAWAI‘I (Bill 97)COUNTY CODE 1983 (2005 EDITION, AS AMENDED) RELATING TO FINANCE AND PAYMENT From Finance Director Nancy Crawford, dated September 7, 2011. Amends Section 12-49 of Chapter 12, Article 4, related to Improvement District assessments. The bill addresses the appropriate uses of the improvement district revolving fund. The changes allow for the advance payment of pre-formation activities with the expectation that the funds will be reimbursed after formation, and clarify that the administrative fees currently collected are used for administrative costs. Recommends passage of Bill 97 on first reading: Ayes: Committee Members Blas, Hoffmann, Ikeda, Onishi, Pilago, Smart, Yagong, Yoshimoto and Chair Ford. Noes: None. Absent: None.
