Your Committee on Finance, to which was referred Bill No. 91, reports as follows:
Bill No. 91, transmitted jointly with Resolution No. 141-11, by Finance Director Nancy Crawford via
Communication No. 346, dated September 7, 2011, amends Ordinance No. 11-59, as amended, the
Operating Budget, ending June 30, 2012. The amendment is as follows:

010.201.5215.05 Misc Police—Training Account General $750
This bill appropriates a monetary donation of$750 from the Children's Justice Grant Task Force of West
Hawaii to the Hawai`i Police Department to help cover the costs to bring canine trainer to Hilo to work
with a dog and handler
Pursuant to Article XIII, Section 13-12, Hawaii County Charter the Council, on behalf of the County,
may accept gifts or donations of money.
Chair Ford called Captain Randall Mederios forward who explained that it is time to retire the current
tracking dog, due to its age, and the donation is given to assist with training the new dog and handler.
Your Committee on Finance is in accord with the purpose and intent of Bill No. 91, and recommends it
pass first reading.
