Your Committee on Finance, to which was referred Resolution No. 146-11, reports as follows:
Resolution No. 146-11, transmitted by Director of Finance Nancy Crawford via
Communication No. 351, dated September 7, 2011, authorizes the acceptance of the donation of
ten (10)binoculars, with a total estimated value of$3,670 from the U.S. Department of
Homeland Security, U.S. Immigration and Customs Enforcement. The Police Department
indicates that this equipment will be used to assist with covert operations.
Captain Randal Mediros appeared before Your Committee and explained that the ten (10)
binoculars are compact, air powered binoculars and will be used in the investigative division on
both sides of the island.
There were no further comments on this measure.
Pursuant to Article XIII, Section 13-12, Hawaii County Charter the Council, on behalf of the
County, may accept gifts or donations of money.
A letter of appreciation and a copy of this resolution will be sent to the U.S. Department of
Homeland Security, U.S. Immigration and Customs Enforcement at 595 Ala Moana Boulevard,
Honolulu, Hawaii 96813 acknowledging this generous donation.
Your Committee on Finance is in accord with the purpose and intent of Resolution No. 146-11,
and recommends its adoption.
