No. 352/Bill No. 96 PLACE: Council Chambers West Hawaii Civic Center Kailua-Kona, Hawaii TIME: 11:07 a.m. Council Chair and Members Hawai`i County Council Hilo, Hawai`i 96720 Your Committee on Finance, to which was referred Bill No. 96, reports as follows: Bill No. 96 transmitted by Finance Director Nancy Crawford via Communication No. 352, dated September 7, 2011, amends Ordinance No. 11-59, as amended, the Operating Budget, ending June 30, 2012. The amendment is as follows: From: 010.3301.13 Federal Grant-CZM General $15,413 To: 010.141.5141.34 Coastal Zone Management General $15,413 The County of Hawaii has been awarded a $342,965 in total federal and state grants for use in Coastal Zone Management. These funds are for the purpose of management of Hawai`i Island's coastal zones as well as implementation and monitoring for compliance with Planning Department Rules for Shoreline Setbacks, Public Access and Environmental Assessment/Impact. A CZM (Coastal Zone Management) account was appropriated for $196,532 in anticipation of federal grant funding, and second account was appropriated for $131,020 in anticipation of state grant funding for FY2011-12 for a total appropriation of$327,552 in Coastal Zone Management grants. Amending the Operating Budget by appropriating the additional funds of the $15,413 into the Planning Department's Coastal Zone Management account brings the total grant appropriation to $342,965. Pursuant to Section 46-7, Hawai`i Revised Statutes, County Departments must obtain the consent of the Council to enter into agreements with the federal or state governments respecting action to be taken pursuant to any of the powers granted by law to furnish, expend and receive any funds or other assistance in connection with projects being or to be undertaken pursuant to those powers. FC Report No. 116 FC-116 Page 2 September 20, 2011 Administrative Services Assistant Joaquin Gamiao from the Planning Department appeared before Your Committee. At the request of Council Member Ford, Mr. Gamiao explained that the grant money would be placed in the Costal Zone Management Support account and would be utilized to cover the cost of taking aerial photos as well as surveying the shoreline. This is necessary to map and record costal changes due to climate change and erosion.
