Re: Chapter 10 Amendments
Dear Councilman Yagong:
I was elected as the Hawaii Island Vice President on May 15th by the six
Big Island Directors. One of the first tasks to be resolved is the Chapter
10 Amendments that your committee has been addressing. Historically,
the concept of the County and the Hawaii Association of Conservation
Districts (HACD) is very sound but since its inception of new Board
members and changing land management and ownership, many of the
30 board members have some qualms about this County and HACD
partnership and liability.
I am asking for a deferment of the Council hearing until such time as I
can personally talk to each District Board and give your committee some
concrete simple revisions to Chapter 10. Unfortunately, I am unable to
convene a meeting before the 28th of June, at which time we will meet
in Hilo. I again would like to ask for the County engineer to be present
and if you are available to please attend. I feel this County /HACD
partnership is too important to rush through.
