Re: Operating Budget
Enclosed is a bill for an ordinance amending the Operating Budget by appropriating
$30,000 from the Liquor Control Fund Balance Reserve Account to the Department of
Liquor Control's OCE (Other Current Expenses) account. The Department of Liquor
Control has embarked on a program to give its investigators specialized non - aggressive
self defense training to aid them in controlling an intoxicated, aggressive person that may
lead to possible violent situations.

A. REQUEST:
The Department of Liquor Control would like to transfer $30,000 from our Liquor Control Fund Balance
Reserve Account to the account listed below:
010.251.5251.02.115 (Misc. Contract Services)
B. BACKGROUND AND JUSTIFICATION (USE ADDITIONAL SHEETS AS NEEDED):
The Department of Liquor Control has embarked on a program to give its investigators specialized non -
aggressive self defense training to aid them in controlling an intoxicated aggressive person that may lead to
possible violent situations -- joint locks, arm bars, leverage and hand - cuffing techniques to subdue
problematic individuals without striking or causing long term injuries; how to defend themselves against
weapons (broken bottles, knives, clubs, etc.). The department recognizes the danger inherent in patrolling
the bars at night and having to sometimes deal with intoxicated, unruly individuals. Short of using deadly
force, we are trying to give these investigators skills necessary to protect themselves and others.
Pursuant to Rule 2 -3E of the Rules and Regulations of the Liquor Commission of the Department of Liquor
Control of the County of Hawaii, State of Hawai'i, the Director is authorized to "designate a portion of fine
monies collected for use in programs to promote compliance to liquor laws. Such programs may include, but
is not limited to enforcement, ..."
