The resolution authorizes an agreement with the State to accept the Tobacco Sting grant; and the bill appropriates the funds of $8,000 in the State Grants - Department of Health - Tobacco Sting account, and appropriates same to the Police Department’s Department of Health - Tobacco Sting account. These funds will be used to assign six plainclothes enforcement officers to observe purchase attempts by minors and to cite any retail store for illegal sale to a minor. Comm. 374: RESOLUTION AUTHORIZING THE OFFICE OF THE MAYOR TO ENTER INTO (Res. 161-11) AN AGREEMENT WITH THE STATE OF HAWAI‘I DEPARTMENT OF TRANSPORTATION, PURSUANT TO HRS 46-7, FOR A DISTRACTED DRIVING PROJECT GRANT FOR THE HAWAI‘I COUNTY POLICE DEPARTMENT; and (Bill 104) AN ORDINANCE TO AMEND ORDINANCE NO. 11-59, AS AMENDED, THE OPERATING BUDGET FOR THE COUNTY OF HAWAI‘I FOR THE FISCAL YEAR ENDING JUNE 30, 2012 From Finance Director Nancy Crawford, dated September 22, 2011, transmitting the above resolution and bill. The resolution authorizes an agreement with the State to accept the Distracted Driving Project grant; and the bill appropriates the funds of $25,278.40 in the Federal Grants - Distracted Driving Project account, and appropriates same to the Police Department’s Distracted Driving account. These funds will be used to prevent “any non-driving activity a person engages in that has the potential to distract him or her from the primary task of driving and increase the risk of crashing.” Comm. 375: AN ORDINANCE TO AMEND ORDINANCE NO. 11-59, AS AMENDED, THE (Bill 105) OPERATING BUDGET FOR THE COUNTY OF HAWAI‘I FOR THE FISCAL YEAR ENDING JUNE 30, 2012 From Finance Director Nancy Crawford, dated September 22, 2011. The bill increases revenues of $5,000 in the Federal Grants - Traffic Investigation Program account, and appropriates same to the Police Department’s HCPD Traffic Investigation Program account, bringing the total appropriation to $20,000. These funds will be used to allow two additional officers to attend Advance Traffic Reconstruction Training in Honolulu. Comm. 376: AN ORDINANCE TO AMEND ORDINANCE NO. 11-59, AS AMENDED, THE (Bill 106) OPERATING BUDGET FOR THE COUNTY OF HAWAI‘I FOR THE FISCAL YEAR ENDING JUNE 30, 2012 From Finance Director Nancy Crawford, dated September 22, 2011. The bill increases revenues of $19,050 in the Federal Grants - Speed Enforcement Grant account, and appropriates same to the Police Department’s Speed Enforcement account, bringing the total appropriation to $98,050. These funds will be used to purchase an on-site 350 Radar Trailer; a Dell Computer and two Stalker Brand Radar Speed units. FC-19 Page 3 October 4, 2011 Comm. 377: AN ORDINANCE TO AMEND ORDINANCE NO. 11-59, AS AMENDED, THE (Bill 107) OPERATING BUDGET FOR THE COUNTY OF HAWAI‘I FOR THE FISCAL YEAR ENDING JUNE 30, 2012 From Finance Director Nancy Crawford, dated September 22, 2011. The bill increases revenues of $49,000 in the Federal Grants - Roadblock Grant account, and appropriates same to the Police Department’s HCPD Roadblock Grant account, bringing the total appropriation to $144,000. These funds will be used to purchase one Generator/Spotlight, one Intoxilyzer, Road Flares, Department of Health Intoxilyzer instructor training, and to allow police officers to attend Drug Recognition Expert training in Honolulu. Comm. 378: RESOLUTION AUTHORIZING THE OFFICE OF THE MAYOR TO ENTER INTO (Res. 162-11) AN AGREEMENT WITH THE U.S. DEPARTMENT OF JUSTICE, DRUG ENFORCEMENT ADMINISTRATION (DEA), PURSUANT TO HRS 46-7, TO SUPPORT AND PARTICIPATE IN THE HAWAI‘I AIRPORT TASK FORCE EFFORT; and (Bill 108) AN ORDINANCE TO AMEND ORDINANCE NO. 11-59, AS AMENDED, THE OPERATING BUDGET FOR THE COUNTY OF HAWAI‘I FOR THE FISCAL YEAR ENDING JUNE 30, 2012 From Finance Director Nancy Crawford, dated September 22, 2011. The copy machine and printer currently used by the Department of Information Technology are both over eight years old and are near the end of their useful lives. The department wishes to replace the two units with one multi-function machine. Comm. 381: RESOLUTION AUTHORIZING THE ACCEPTANCE OF A DONATION OF A 1985 (Res. 165-11) AM GENERAL CORPORATION, 5 TON CARGO TRUCK FOR USE BY THE HAWAI‘I FIRE DEPARTMENT’S VOLUNTEER FIRE PERSONNEL From Finance Director Nancy Crawford, dated September 22, 2011. This donation, valued at $3,773.54, is being donated by the Anekona Ōuli Kānehoa Volunteer Fire Company to support the 9 Bravo volunteer fire fighters in Kamuela in training and fire suppression efforts. Comm. 382: AN ORDINANCE TO AMEND ORDINANCE NO. 11-59, AS AMENDED, THE (Bill 110) OPERATING BUDGET FOR THE COUNTY OF HAWAI‘I FOR THE FISCAL YEAR ENDING JUNE 30, 2012 From Finance Director Nancy Crawford, dated September 22, 2011. The bill appropriates revenues of $30,000 in the Fund Balance Reserved for Liquor Control account, and appropriates same to the Liquor Control - Other Current Expenses account. These funds will be used for specialized non-aggressive and self defense training for investigators to aid them in controlling aggressive intoxicated people. Comm. 383: RESOLUTION AUTHORIZING THE MAYOR TO ENTER INTO AN AGREEMENT (Res. 166-11) WITH THE STATE OF HAWAI‘I, BOARD OF LAND AND NATURAL RESOURCES, LEGACY LAND CONSERVATION COMMISSION, AND TO ACCEPT FUNDS FOR THE ACQUISITION OF KAIHOLENA, DISTRICT OF NORTH KOHALA, ISLAND OF HAWAI‘I From Finance Director Nancy Crawford, dated September 22, 2011. Resolution No. 644-08, adopted by the County Council on June 3, 2008, authorized the Director of Finance to enter into negotiations for acquisition of the subject parcels of land in the area collectively known as Kaiholena, in the District of North Kohala. The County has applied for and received approval from the Legacy Land Conservation Commission a grant in the amount of $1,650,000 for the three parcels, consisting of 76.615 acres. The Board of Land and Natural Resources approved the award on February 11, 2011. The resolution authorizes the acceptance of the grant award.
